JOB SUMMARY

The Executive Vice President of Program Operations (EVP) will serve as a critical member of the Executive Management Team, reporting directly to the President and Chief Executive Officer (CEO). The EVP must articulate, implement and assist the President and CEO with establishing the organization's vision, values, and business strategy. Providing oversight for a significant portfolio of programs and services, the EVP must possess the analytical capabilities to evaluate the effectiveness of programs and provide ongoing feedback on their success. Understanding, identifying, and formulating plans to address the needs within each program is essential to the role. The EVP will promote and diversify funding through effective resource stewardship with government funding and private philanthropic support. Additionally, as the innovation champion for the agency, the EVP will assist the CEO in developing and innovating new program opportunities for the agency. Volunteers of America Southeast Louisiana's programs serve a diverse population across 16 parishes, providing many services to vulnerable individuals and families.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Assists President/CEO in establishing the agency's overall strategic vision and direction, including developing related strategic plans, goals, objectives, and initiatives. Assists the President/CEO in presenting critical elements of the strategic plan to members of the Board of Directors, staff, related organizations, donors, benefactors, and the greater community.
  • Attends meetings of the Board of Directors to assist with formal presentations and discussions and generally represent the programs and service areas for which the incumbent is responsible as requested by the President/CEO. Assists the President/CEO with governing body agenda items and the planning and execution of related committee meetings at the request of the President/CEO.
  • Develops subordinate strategic plans, goals, objectives, and initiatives for each program/service area for which the incumbent has executive responsibility. Ensures these plans and initiatives are in alignment and fully support the agency's overall strategic vision and direction and that they are effectively implemented to achieve desired outcomes within established timeframes.
  • Participants in the agency's development, implementation, and enforcement of administrative and operating policies and procedures.
  • Establishes organizational, operational, and budgetary plans for assigned programs and service areas to ensure the achievement of established strategic goals and objectives. Ensures that budgets and corporate plans align with the organization's overall organizational and financial strategies and serve as appropriate guidance to all operational decision-making.
  • Provides day-to-day operational leadership to all directors, managers, and supervisors within assigned programs and service areas, ensuring activities are consistent with the agency's mission, strategic direction, and values. Provides direction and supportive guidance to immediate subordinates and appropriate feedback, counseling, recognition, and reward. Embraces servant-leadership demeanor and serves as a proper role model concerning living the organization's mission, values, and beliefs.
  • Leads subordinate directors and managers in developing and maintaining an effective human resource strategy for fulfilling the purpose of assigned programs and service areas. This includes providing executive oversight to all recruitment and selection practices, training, development, and coaching initiatives, and the proper execution of needed employee correction and discipline.
  • Provides executive leadership to developing a high-performance work culture committed to thoroughly engaging staff, volunteers, or other community members in fulfilling the organization's spiritual and service mission.
  • Provides executive leadership and/or supportive assistance in raising capital and other resources to fund and support the activities of assigned programs and service areas. Such involvement may include grant application oversight, contractual relationships with government agencies or similar organizations, participating in appeals and fund-raising activities, and related donor development initiatives.
  • Provides leadership, guidance, and supervision to the Vice President of Program Operations.
  • Performs other duties and responsibilities as requested by the President/CEO or governing body members.

SUPERVISORY DUTIES:

Provides direct supervision to program directors and indirectly supervises managers and coordinators, working closely with program leaders to build their skills and confidence to mentor, encourage, and motivate all staff. Frequently engaging with programs, providing guidance on troubleshooting program challenges, and increasing program performance.

  • Executive Assistant
  • Vice President Program Operations
  • Director of Residential Reentry Services
  • Director of Community Living services
  • Director of Supported Living Services
  • Director of Children and Family Services
  • Director of Veteran Services

Provides functional direction to the Human Resource staff members concerning the staffing and employee relations needs and requirements of program operations.

KEY CONTACTS

Maintains critical relationships with the following (Examples):

  • Federal government agencies concerning existing grants, grant applications, and extension
  • State agencies concerning existing grants, grant applications, and extension
  • Key executives of supporting organizations and agencies regarding funding resources

KNOWLEDGE, SKILLS, AND ABILITIES:

This position requires knowledge, skills, and abilities equivalent to:

  • Business acumen associated with a Master s Degree in Business Administration, Social Service, Public Administration, or related discipline
  • 10-15 plus years of progressive leadership experience within a service-based nonprofit organization, demonstrating the ability to: think strategically, execute established plans, effectively manage human, material, and financial resources and achieve results consistent with the organization s mission
  • 5 plus years of demonstrated ability to secure program funding which might include prospecting, cultivating, and managing donor activities, grant writing, or other proven methods of obtaining funding for nonprofit service activities
  • Demonstrated commitment to servant leadership as well as the spiritual and service values of the organization
  • Demonstrated ability to interact effectively, both in person and in writing, with key stakeholders, constituents, government agencies, and associates of supporting entities.
  • Self-starter who demonstrates the highest standards of integrity
  • Excellent analytic and abstract reasoning, problem-solving and organizational skills
  • Proficient with MS Office suite of products

WORKING CONDITIONS

Normal office environment

This position may require the incumbent to engage in overnight travel up to 25% of the time and local travel appropriate to the performance of duties and responsibilities. As such, the incumbent must have:

  • Current driver s license issued by the state of residence
  • Current Vehicle Inspection decal
  • Current vehicle insurance
  • Current vehicle registration in the state of residence
  • Satisfactory Motor Vehicle Report

PHYSICAL REQUIREMENTS

Work is primarily performed in a normal office environment while seated at a desk operating a personal computer keyboard, calculator, phone, and other office equipment.
