VICE PRESIDENT, ADMINISTRATIVE SERVICES

FIRST REVIEW MAY 31, 2022 - OPEN UNTIL FILLED

$11,327 TO $13,525 PER MONTH

$135,922 TO $162,298 PER YEAR

12 MONTHS / 40 HOURS PER WEEK POSITION, MONDAY - FRIDAY

PRIMARY WORK LOCATION: WEED CAMPUS

Under the direction of the Superintendent/President and as a member of the executive leadership team, lead, plan, organize, develop, and direct the activities of the Administrative Services Division and its managers. The Administrative Services Division is comprised of Fiscal Services, Auxiliary Services, Enterprises, Information Technology, Facilities, Grounds, Maintenance, and Purchasing along with Emergency Preparedness planning. Lead, direct and manage the development of short and long term goals and objectives for these departments and their managers consistent with the District's long-term financial plans, strategic plan, educational, facilities, and technology master plans and ensures their effective execution; ensure all assigned operations and services meet the needs of internal and external customers while complying with applicable Board policies, laws, and regulations; provide executive-level leadership, expert advice and counsel regarding related areas of functional responsibility.

Principal Duties and Responsibilities:
Serve as the Chief Business Officer and maintain the fiscal integrity of the District.
Provide administrative leadership, oversight, and direct involvement in assigned services and operations.
Oversee the development and administration of the District's annual and 3-year projected budget.
Coordinate, plan, organize, and direct all aspects of administrative services programs including staff, resources, communications, and information to meet the needs of the District and assure smooth, customer-friendly, efficient operations.
Assume responsibility for implementation, interpretation, revision, and evaluation of the District's financial condition, including the adequacy of internal control procedures and state and federal programs and fiscal compliance. Work closely with the Instructional Services Unit on short and long-term FTES plans and strategies.
Administer and supervise the District's financial affairs in accordance with State laws, Board policies, and administrative regulations.
Provide technical information and assistance to the Superintendent/President, other Vice Presidents, and administrators in the development and implementation of plans, strategies, goals, and objectives for the District; provide technical assistance concerning resource allocation, fund disbursement, and long-range financial requirements.
Conduct financial analyses and prepare reports as necessary for the effective management and operation of the District.
Lead and engage in long-range strategic and financial planning.
Oversee, plan, respond to, and implement findings of annual audits.
Recommend and/or revise policies, procedures and programs relating to assigned services and operations.
Oversee the operations of Information Technology, Enterprises, Facilities and Maintenance, and Fiscal Services, provide leadership in the areas of communication, projects, decision-making and policy-making as necessary.
Oversight and assist with the management of Capital or Bond projects.
Direct and assist with the Emergency Preparedness plans, procedures and training.
Direct and oversee operations and activities related to procurement, bidding, stock control, and inventory functions; assure cost effectiveness and quality of services and products.
Oversee and participate in the selection, training, and evaluation of assigned personnel.
Direct the preparation and maintenance of a variety of narrative, financial, and statistical reports, files, and records as required by the Superintendent/President and the Board of Trustees. Oversee the preparation of materials and reports for the Board of Trustees and make presentations periodically, as necessary, to the Board of Trustees.
Keep abreast of pertinent legislation, rules, regulations, and court decisions that may relate to fiscal functions; assume responsibility for interpretation of, and compliance with Federal and State laws and regulations.
Coordinate with administrators, personnel, and outside organizations to exchange information, coordinate activities and programs and resolve issues or concerns.
Chair and attend a variety of meetings and committees as assigned; serve on the President's Cabinet and Presidents Executive team meetings.
Advise on the District contract negotiations team, as needed; assist the District negotiation team in reviewing, analyzing, and preparing counter proposals during negotiations.

Minimum Qualifications:
A Master's degree in business, finance, public policy, public administration, management, economics, accountancy, or related field from a college or university accredited by a regional accrediting agency recognized by the United States Department of Education, AND
Five (5) years of administrative leadership experience in higher education or K-12 or public sectors.


Preferred Qualifications:

Certified Public Accountant and/or Certified Management Account
Seven (7) years of recent progressively responsible related experience with at least four (4) years at the senior management level, preferably in a related field in an educational institution.
Experience leading teams, preferably in an academic environment.
Demonstrated knowledge of community college funding and finance in California preferred.

License:

A valid Class "C" California Driver's License.

Selection Process:

After the preliminary screening, selected candidates will be invited to the campus for an initial interview with the Search Committee. Videoconference interviews (in lieu of an in-person initial interview) will be offered. Candidates to be interviewed will be selected from applicants who most closely meet the minimum and desired qualifications. Meeting the minimum qualifications does not guarantee an interview. The Search Committee will recommend finalists to the Superintendent/President for a final interview.
