Summary:
Elizabethtown Community & Technical College (ECTC) is one of 16 two year colleges in the Kentucky Community and Technical College System (KCTCS). ECTC offers daytime, evening, online and weekend classes at several campus locations. Opened in 1964 and accredited by the Southern Association of Colleges and Schools (SACS), our goal is to prepare students for successful transfer to Kentucky four year colleges or for immediate entrance into fulfilling careers.

Long Description:
ECTC is seeking a Safety Operations Manager to develop and implement an all hazards emergency response program for all ECTC college campuses including hazardous waste disposals, lab safety, safety training / drills, and response to all emergency situations.

Responsibilities will include but are not limited to:

Assesses existing disaster plans and develops an all hazards response and recovery plan to address a wide variety of natural and man-made disasters. Evaluates disaster control methods and procedures; identifies risk exposures relative to life safety and implements corrective action plans. Updates Emergency Operations Plans, safety manuals and the Crisis Management Plan annually or as needed.

Identifies and develops safety training programs for faculty, staff, and students; coordinates emergency preparedness drills (i.e. tornado, earthquake, bomb threats, fire, and workplace violence/intruder, chemical spills, etc.); Conducts fire drills for Fall, Spring and Summer sessions.
Maintains OSHA required documentation to include accurate record of all inspections; schedules inspections as needed and monitors for accuracy. Coordinates environmental health and safety objectives including but not limited to hazardous waste disposals at all campus sites including, collecting manifest records, MSDS compliance, chemical inventories, lab safety inspections, safety inspections of buildings and grounds, and recommends any corrective measures and required equipment. Maintains database of all OSHA related information.
Completes safety walk-through inspections for fire suppression systems, associated water risers, fire/security alarm panels and AED machines on a weekly basis; completes documentation and reporting requirements.
Works with Marketing Department to coordinate the “SNAP” emergency notification system and performs regular table top drill sequences and mini mock-up scenarios with the Crisis Management Team (CMT).
Available 24/7 for emergency calls and immediate action and/or deployment of SNAP notifications.
Tracks and logs criminal incidents for each campus site and updates the Incident Reports website as incidents occur. Promptly reports all incidents/accidents to the System Office contact.
Completes safety reports including Minger Report, Clery Campus Crime Report, OSHA Report of Injuries, and other incident/accident-related reports as needed; request data from local LEA for annual reports.
Conducts Work Force Development safety trainings.
Monitors security cameras to provide a safe and secure environment, with basic knowledge of the security camera software.
Monitors door access database for campus safety and efficiency; knowledgeable of software to adjust building/door schedules as needed.
Prepares grounds for large campus events with barricades and directional signage.
Attends safety related trainings when available and crisis/safety meetings as scheduled by the system office (average two per month).

Minimum Education/ Experience Requirements:

Associate’s degree (related field), and one year related experience, or equivalent High School Diploma and two years experience.
