Job Overview/Summary:

As part of IRC’s Strategy 100, the Data and Impact Manager will provide support to the IRC Phoenix and Tucson offices to expand on their commitment to delivering impactful programs and services. This position will focus on raising program quality through incorporating client voice into program design and delivery; improving use of data and other evidence; empowering decision-making with data; and creating more agile, impactful, outcome-driven program design. The Data and Impact Manager will support the design of evaluable, data-driven, client-informed programs and lead development, implementation, and monitoring of strategies and tools to measure impact and advance learning across project cycles.

Major Responsibilities:

Leadership and Capacity Building

  • Collaborate with program and office leadership, and the Research, Analysis, and Learning (RAL) team, in assessing office capacity and practices.
  • Work with office leadership and program staff to develop and implement a strategy, aligned with IRC standards, to build upon and sustain capacity and best practices, ensuring use of the IRC’s Outcomes and Evidence Framework, and a gender, equity, diversity and inclusion (GEDI) informed approach.
  • Establish program activities that support the use of research, data tracking, analysis, and learning.
  • Supervise interns and volunteers with related job responsibilities.

Technical Assistance Through the Project Cycle

  • Support program staff in the design of evaluable programs and projects that are outcome-focused, client responsive, and informed by learning, research evidence, and data-including data from client needs assessments and intersectional context analysis. Review, and when needed coordinate development of, program and project theories of change.
  • Support program staff in the development of evaluation plans (including log frames), that meet organizational standards, facilitate learning, are client-responsive and GEDI-informed, and improve data-driven service delivery.
  • Support program staff in the design and implementation of GEDI-informed data collection tools, including tools to capture client feedback.
  • Support program staff in developing and implementing strategies to close client feedback loops (i.e., reporting back action taken based on feedback).
  • Support donor reporting as needed.
  • Support program staff with data analysis, action planning and capture of lessons learned.
  • Facilitate or support program staff in joint research projects with partners and sub-grantees.
  • Coordinate multi-project/sector initiatives to advance office and organizational priorities. Examples include:
  • Implement standardized knowledge management procedures to make lessons learned available to IRC colleagues to inform program/project design.
  • Develop and implement cross-cutting tools and processes to collect, analyze, and use client feedback data.
  • Lead intersectional assessment of client needs and preferences and support program staff in developing action plans based on findings.
  • Create and maintain data tracking systems and develop processes for ongoing data analysis to measure program effectiveness and impact.
  • Support teams in setting up projects to track data in ETO and other relevant databases.
  • Support data quality assurance, including ensuring quality of core indicator data, and conduct data quality audits when needed.
  • Analyze and report data to Senior Leadership Team on impact, trends, and challenges related to service delivery and client satisfaction.
  • Other duties as needed.

Internal Reporting and Strategic Action Plans (SAP)

  • Monitor & report progress of IRC Arizona and department SAP implementation plans
  • Coordinate office response to Quality Strategy Review and annual statistic data requests and ensure the RAI Project Tracking Tool is updated.

Global Research and Learning Leadership:

  • Participate in RAI’s MEL working group and community of practice

Key Working Relationships:

Position Reports to: Deputy Director of Programs
Position directly supervises: Interns and volunteers within program

Indirect Reporting: Executive Director
Other Internal and/or external contacts:

Internal: Other managers across RAI network, Research, Analysis, and Learning Team, Program Quality and Innovation Team, Resettlement Team, program staff and partners

External: Community partners, sub-grantees, evaluators, principal investigators, research institutions

Job Requirements:

Education: A University degree in a relevant discipline (preferably in Social Sciences, Data Science, or a related field) –a technical degree together with additional relevant work experience may substitute for education

Work Experience: At least 5 years developing and implementing research plans; coordinating and/or conducting project evaluations, conducting qualitative and both descriptive and inferential quantitative data analysis. Experience conducting evaluations of programs for refugee or displaced populations preferred.

Skills and Competencies:

  • Leadership experience with data, monitoring, evaluation and learning processes, maintenance, and oversight.
  • A strong understanding of routines that promote data quality and data-driven decision making.
  • Experience with data management systems. For U.S staff, experience with Social Solutions’ ETO platform is highly desired.
  • A strong understanding of client feedback systems and demonstrated dedication to applying a GEDI lens to monitoring, evaluation, and learning.
  • Demonstrated experience with capacity building/training.
  • A strong understanding of principles and processes involved in collection of data from linguistically diverse, RIM populations.
  • Proven experience with donor reporting and data visualization.
  • Strong understanding of the relationship between program design and M&E and technical skills need to support program staff in designing evaluable projects and using data and evidence to inform project design.
  • Advanced M&E technical knowledge, including knowledge of basic M&E concepts and tools, as well as some or all the following: design of evaluable projects, data analysis, statistics, electronic data collection, sampling, evaluation and research methodologies, and Power Bi.
  • Project management skills.
  • Advanced knowledge of Microsoft Office Word, PowerPoint, and Excel.
  • Strong attention to detail (excellent proofreading and editing skills).
  • Ability to work flexibly both independently and as part of a team.
  • Excellent communication skills, both verbal and written, with fluency in English.
  • Ability to handle multiple priorities and deadlines.
  • Strong critical thinking capabilities with an ability to rapidly assess situational needs, develop problem solving strategies, and implement sustainable solutions.

Language Skills: English language fluency. Fluency in additional languages (Arabic, Dari, Pashtu, Spanish, French, German) preferred.
