Basic Function

The Director of Public Information, Marketing and Communications, under the direct supervision of the Superintendent/President provides overall leadership and vision for the District’s internal and external communications, marketing, social media, and promotional efforts. The Director is responsible for advancing the visibility of the District, coordinating the preparation of all written and visual communication including but not limited to social/electronic media content and providing accurate and timely information for internal and external constituent groups and audiences.

Minimum Qualifications

Experience and Education:
  • Bachelor’s degree in marketing, journalism, public or governmental relations, advertising, mass communications or the equivalent from an accredited institution.
  • At least five years of demonstrated experience in a related position in the public or private sector in a management position.
  • Demonstrated experience in public relations, marketing, working with the media, developing news releases, coordinating public and/or community events and creating innovative communication programs.
  • Evidence of sensitivity to and understanding of the diverse academic, socioeconomic, cultural, gender identity, sexual orientation, and ethnic backgrounds of staff and community college students and to staff and students with physical and learning disabilities.

Essential Duties

1. Develops and implements a District-wide strategic marketing and promotional plan to enhance the community’s awareness of programs, services and activities provided by the District. Integrates plans with enrollment management goals. E

2. Coordinates community outreach efforts with appropriate offices to maximize use of resources in promoting the District, recruitment of students, and increased community awareness of District programs and services. E

3. Researches, evaluates, and manages interface with specialty vendors. E

4. Serves as the District’s in-house advertising and public relations agency resource. E

5. Provides direction to the District’s creative development team and print production staff in the preparation of marketing collateral materials and for District special events. E

6. Facilitates research into the most effective means of communication with various target markets, including print, broadcast, and web media. E

7. May serve as a member of the President’s Cabinet, providing professional counsel regarding sensitive and confidential issues which have potential impact upon the District’s functional and political stability and/or external reputation. E

8. Serves as a spokesperson for District public information matters, organizes College District interface with media representatives. E

9. Coordinates an internal communication process to ensure that College District personnel and students are aware of activities, events, and issues. E

10. Promotes District programs and services and encourages collaboration, teamwork and positive working relationships among all faculty and staff. E

11. Works closely with appropriate District personnel regarding public and campus programs as well as cultural events. E

12. Coordinates community/corporate contact practices with appropriate managers to ensure accuracy and decrease duplication. E

13. In concert with the office of the Superintendent/President prepares the scripting of comments/presentations, creation of the Superintendent/President’s monthly report and the District’s annual report. E

14. Assists the Superintendent/President and the Board of Trustees in responding to and interacting with the news media, elected officials, and the public at large. E

15. Coordinates photo and/or video coverage of District events as appropriate. E

16. Responsible for presenting the District in a professional manner in publications, news releases and promotional materials. Works closely with the media and with appropriate (or media-related) vendors to keep the public informed about current or future District activities and events. E

17. Collaborates with other District representatives as members of local civic and/or community organizations; may also serve as a liaison with professional organizations as appropriate. E

18. Coordinates with multiple departments in the development and operation of the District web page, District applications or media platforms, and electronic/digital marketing. E

19. Organizes and executes selected special events, including development of collateral materials. E

20. Collaborates in the development and publication of the College catalog, schedule of classes and other publications which officially publicize District programs and services.

21. Coordinates with the Executive Dean of Academic Affairs and Institutional Effectiveness or assigned administrator to ensure consistency and accuracy of College catalog and schedule information. E

22. Oversees the design and layout of all official District publications to ensure consistency, District branding, and professional appearance. E

23. Oversees development of District themes and slogans for all District materials. E

24. Writes and edits public relations materials for publication and dissemination through various mediums. E

25. Writes speeches, news articles, newsletters, and similar materials. E

26. Prepares and oversees the budget for the office of Marketing and Communications. E

27. Promotes creativity and innovation and works continually to utilize all resources in an efficient and effective manner. E

28. Following appropriate policies and procedures, is involved in the recruitment and selection and is responsible for the evaluation and professional development of assigned area personnel.

29. Maintains all area records in an efficient manner. E

30. Participates on a variety of campus committees as assigned. E

31. Coordinates all area activities with the appropriate office responsible for the District master calendar of events/activities. E

  • Facilitate communication and understanding among faculty, staff, students, and the community, within the framework of a multi-college district.

Foreign Degrees

Any degree from a country other than the United States, including Canada and Great Britain, must be evaluated by an Evaluation Service prior to the closing date. Certification must be attached with copies of transcripts.

License Certificates/Credentials

Possession of, or ability to obtain, an appropriate, valid driver’s license.

Desired Qualifications

  • Possession of a Master’s degree or advance in marketing, journalism, public or governmental relations, advertising, mass communications from an accredited institution degree equivalent in a related field.
  • Experience in marketing/public relations at a community college or similar educational institution.
  • Demonstrated skills and abilities in educational marketing.
  • Understanding of California community college system and related organizations.

Working Conditions

Special Requirements:
Essential duties require the following physical skills and work environment:

Ability to work in a standard office environment including ability to sit, stand, walk, kneel, crouch, stoop, squat, twist, and lift 20 lbs.; ability to travel to different sites and locations.
