Scope of Position

The Technical Leader Offshore Substation (OSS) is responsible for the offshore substation technical work for Atlantic Shores' 1,510 MW Project 1. All engineering and other technical related tasks for the offshore substations are under their responsibility, from completion of the Front-End Engineering works all the way to the operation of the assets.

Responsibilities

Technical Leadership

    Serves as subject matter expert on offshore substation and support mentoring for other electrical engineers.
  • In collaboration with the package manager or package lead, project engineer and engineering manager, coordinates work deliverables and priorities for the engineer within the project team.
  • Lead the technical interfaces with other technical, development, and commercial teams to ensure communication of required inputs and outputs.
  • Lead engineering assurance for the JV, including presenting to shareholder assurance teams, clients and third-party reviewers on project progress and ahead of decision gates.

Engineering

  • Lead the electrical engineering work for offshore substations from detailed design up to the installation and commissioning of the project.
  • Provide design guidance and technical verification of the offshore substation package design, including definition of employer's requirements and technical specifications, guidance inputs for the design, fabrication, transportation, installation, and commissioning phases.
  • Keeps safety as first and foremost priority on projects design, contracting and execution.
  • Ensure that the team's requirements and specifications meet industry standards while being forward thinking and innovative.
  • Ensure that quality processes are controlled and respected for the offshore substation package.
  • Coordinate technical support for projects services, including scheduling, risk management and costs estimates.
  • Coordinate technical support to the development team in all phases of projects, to ensure that they develop competitive and optimal projects, including during the BOEM process and other federal, state, and municipal permits and stakeholders' engagement.
  • Coordinate technical support to the commercial team with external vendors, including support the tendering and execution of RFI, RFP and preparation of proposals. Assist and support the procurement team in the technical aspects of negotiating, drafting and reviewing contracts, technical documents or technical and financial proposals.
  • Coordinate technical support for interface with regulatory agencies, CVA and other external stakeholders. Prepare required documents for submittal and approval.
  • Lead the technical offshore substation interfaces, including identification and definition of interface responsibility matrix related to the cable packages.

Participate in project team meetings, due diligence review and cross discipline cooperation:

  • Stimulate continuous improvement and innovation within the team, internally within the JV and between its different business units, as well as through regular exchanges with the other engineering teams within the different divisions of parent companies EDF Renewables and Shell.
  • Participate in conferences/seminars to stay on the cutting edge of technology and to develop and maintain relationships with potential service providers who can support the team.

Qualifications

Education/Experience

  • Minimum 10 years of relevant work experience
  • Bachelor's in Electrical Engineering or related field required
  • Knowledge of offshore wind energy production, demonstrated experience in offshore substation engineering, design, installation and commissioning.

Physical Requirements:

Ability to travel for 3-5 days at a time to coordinate with technical teams, perform site visits, attend conferences, or meet with partners as needed. Comfortable boarding vessels to visit offshore projects.

Working Conditions:

During development phase of the project, about 85% of time is spent in the office environment, utilizing computers (frequent use of various Microsoft software/programs), phones, and general office equipment. Approximately 15% of the time is spent in the field nationally and internationally, visiting potential and existing projects, manufacturing yards, vendors and suppliers, and meeting with project team members. During construction, site visit will be adjusted as needed to support the project needs.

This role's annual base salary range is between $115,000 and $192.000.
