Position Summary/Purpose of Position:

  • The Program Management Specialist position’s primary functions are the independent preparation and successful completion of assigned purchasing and accounting tasks. Assists the department’s purchasing card holders with updating and reallocating all purchasing card transactions to meet campus deadlines. Serves as the department’s primary delegate to review and approve invoice payment requests. Assists the Manager, Business and Fiscal Operations with the monthly reconciliation of university accounting reports to the department’s internal financial records.

Education: 
  • Bachelors degree.

Experience:
  • Two years experience in administrative staff work.
  • Except for qualifications established by law, additional related experience and formal education in which one has gained the knowledge, skills, and abilities required for full performance of the work of the job class may be substituted for the education or experience requirement on a year-for-year basis with 30 college credits being equivalent to one year of experience.

Knowledge, Skills, and Abilities:
  • Elementary knowledge of reference and research methods and techniques used in collecting, compiling, and organizing data and information; of basic methods and techniques used in organizing and conducting studies and analyses or programs, procedures, and organizations; of basic analytical and statistical principles and techniques. 
  • Skill in the use of office automation software and its application; in operating manual and automated office equipment. 
  • Ability to establish and maintain effective working relationships; to present ideas and information clearly and concisely both orally and in writing; to perform mathematical computations; to present statistical material in chart and graph form.

Preferences:

Preferences:

  • Strong computer skills, including Microsoft Office and Google suite.
  • Working knowledge of university software tools and/or systems such as KFS, PCMS, Shell Shop, Workday, Zoom, etc.
  • Knowledge of UMD’s procurement policies and procedures.
  • Prior experience working with the State of Maryland or University of Maryland; knowledge of State or University policies.

Additional Information:

CONDITIONS OF EMPLOYMENT:
  • This position requires an on-site presence. May be able to work remotely one day per week.
  • This position is an essential employee related to catastrophic, weather, or other emergencies and may be required to come to campus/work remotely when the University is closed.

PHYSICAL DEMANDS:
  • Normal office environment; will spend extended time sitting and working a computer keyboard at a computer/viewing computer monitor.
  • Able to push, pull, lift, carry objects up to 25 pounds.
