Scope of Position

Scope of Job: The SCADA Engineer II is a Subject Matter Expert (SME) and a member of EPC project teams. The SCADA Engineer II is responsible for leading and developing engineering studies, plans, specifications, calculations, evaluations, design documents, and performance assessments associated with the planning, design, licensing, construction, installation, configuration, testing, operation, and maintenance of supervisory control and data acquisition (SCADA) and industrial control system (ICS) equipment or operational technology (OT) infrastructure deployed as part of electrical power systems.

Where such systems are used for monitoring plant equipment and production, manifesting control of electrical outputs, interfacing with external systems, supporting system protections and otherwise enabling remote or automated operations, the SCADA Engineer II is responsible for ensuring the design, configuration, and verification of functional SCADA/ICS systems and infrastructure for EPC projects in the context of distribution or utility scale renewable energy resources-especially photovoltaic plants and bulk energy storage systems (BESS). This position will travel to EPC job sites.

Location: This position will be based in either our Columbia, MD or West Lebanon, NH office with hybrid flexibility.

Responsibilities
    SCADA System Design Engineering: Identify and develop client or owner requirements, reconcile design constraints, conduct functional analysis, develop conceptual designs, and generate specifications/scope of work packages for vendors and system integrators. Develop engineering studies, plans, calculations, evaluations, design documents, and performance assessments to satisfy or comply with project requirements. Manage, control, and document system configurations, especially regarding the EPC design development milestones, the requirements management process, and applicable standards or regulations.
  • SCADA Project Management: Support the execution of PV or BESS project's SCADA scope by managing and controlling the documentation of system baselines, the allocated scope of work, and test and evaluation plans. Facilitate the implementation of interconnection agreements, including system control schemes, remote network access, telemetry exchange via industrial communications protocols, and the associated testing process procedures. Collaborate with SCADA/ICS vendors and project teams to maintain project timelines and budgets.
  • Troubleshooting: Provide direct support for troubleshooting efforts related to SCADA implementations and associated operational technology (OT) or plant equipment throughout the project lifecycle; resolve issues or mitigate risks with the electrical or control system designs, installations, and interfaces that arise at the project sites during construction, commissioning, or operations.
  • On-site Project Support: Manage, lead, or supervise SCADA/ICS commissioning following industry standards; deliver hands-on commissioning or operations support for projects.
  • Coordinate with the Operations & Maintenance team at project commissioning and ensure the fulfillment of SCADA-related close-out requirements, especially regarding final record drawings, completed checklists, and lessons-learned.

Qualifications

Education/Experience

  • Bachelor's degree in electrical engineering, computer engineering, cybersecurity, or related field from an accredited university. In addition, at least one to two years of experience in industrial automation, embedded systems development, or in the completion of engineering projects for university laboratories or organizations.
  • Minimum of 4 years of applied knowledge in electrical utility SCADA systems, substation instrumentation and controls (I&C), industrial automation, embedded system development, or in related "highavailability" environments reliant on integrated operational technologies and equipment.
  • Proficient with advanced IT/OT concepts and tools, especially regarding computer networks (etherCAT, PROFINET, IPsec/VPNs, Wireshark, Nmap, SNMP, SSH, telnet, etc.), industrial communications protocols (DNP3, Modbus, OPC-UA, MQTT, IEC61850/GOOSE, etc.), and equipment configuration.

Preferences/Desired

  • Experience in designing, configuring, and deploying Remote Terminal Units (RTU), Programmable Logic Controllers (PLCs), and Intelligent Electronic Devices (IEDs) for use in the automation or monitoring of PV solar plants, battery energy storage systems (BESS), substations, and microgrids.
  • Experience with a variety of SCADA platforms such as Inductive Automation's Ignition, Aveva's PI System, Schneider's Citect, Siemens's SIMATIC or similar off-the-shelf platforms.
  • Experience with a variety of SCADA system architectures such as ized, virtualized, and edge-to-cloud models based on a mixture of proprietary & open-source or off-the-shelf components. Working knowledge of robust control theory (closed-loop feedback, PID, state-space models) and its application in power system plant controllers (AGC, PFR, AVR, volt/var control, load shedding, anti-islanding, frequency droop, etc.).
  • Working knowledge of the fundamentals of power systems, such as calculating or interpreting voltage drop profiles, power factor corrections, total harmonic distortion, phase imbalance, and transient responses.
  • Working knowledge of fiber optics, P2P radios, and other microwave/wireless communications technologies for plant or distribution networks.
