This position requires an individual with the intellectual capacity to view programs and activities delivered by CWEP within the overall structure of NHDHHS and analyze how the program’s individual functions contribute to the effectiveness and efficiency of training for the constituents the contract serves. The position also requires the ability to look beyond individual course and instructor evaluations and experiences to evaluate how the program is meeting the educational needs of DCYF’s new and established workforce in order to perform their job functions expertly while delivering a high-quality support and interaction to New Hampshire families. The Program Director must possess the mental agility and intellectual flexibility to implement ongoing and systemic change throughout the training unit. Continuous Quality Improvement processes are key to the success of the contract.

- Master’s in Social Work or other appropriate academic discipline, with five to seven years of experience related to project specialization.
- Supervisory experience required.
- Experience in educational program development and content; ; knowledge of the needs of adult learners; knowledge of child welfare systems; budget development and fiscal management; evaluation and assessment development and analysis.
- Ability to oversee independent research and quality improvement processes.
- High Degree of self-motivation, initiative, communication skills and ability to work with diverse constituencies at all levels of state government and colleagues nationally.
- Travel as needed.
Additional Preferred Qualifications
- Online program development and instruction.
- Experience leading remote teams.
- Doctorate level degree (EdD or PhD) in an appropriate academic discipline.

- Ensure that the vision and mission of CWEP are aligned with DCYF and are flexible and responsive to shifts in the current philosophy and practice of DCYF leadership including the emphasis on lived experience and DEIB principles in all aspects of the program.
- Coordinate and oversee the development of course content, program activities and training delivery including hiring and evaluation of program faculty and trainers.
- Develop and implement an ongoing program effectiveness evaluation process.
- Produce a program effectiveness evaluation report in conjunction with a continuous quality improvement (CQI) plan, and report quarterly on the CQI process.
- Produce an Annual Report on program activities and outcomes as contractually obligated.
- Collaborate with DCYF staff and other stakeholders to accomplish program objectives.
- Maintain a strong line of communication with DCYF leadership for program and budget expectations.
- Continually reassess and maximize the effectiveness of the CWEP operational systems in coordination with the systems of USNH, UNH, and DCYF.
- Provide fiscal stewardship including development and monitoring of annual program budget, approval of contract expenditures, and ensure billing and contractual fiscal reporting requirements are submitted to DCYF in a timely manner.
- Accountable for vision and direction of program marketing practices by ensuring that logo, bi-line, mission, and vision clearly reflect both the DCYF Practice Model and UNH.
- Instruct classes as needed.
- Participate in national and regional training collaboratives.
Duty/Responsibility
- Work in partnership with DCYF leadership to effectively assess training needs of constituents and perform annual needs assessment and training plans of resource parents, relative caregivers, residential providers and DCYF staff to inform program offerings.
- Develop curricula, schedule and deliver training for resource parents, relative caregivers, residential providers and DCYF staff and other associated partners.
- Actively engage with the program staff to ensure that all curriculum development, learning outcomes and language for all delivery modalities are current with DCYF practice.
- Assure all instructors are trained in and adhere to the DCYF Practice Model while representing the program and DCYF with ethics and integrity.
- Use research-based methods to design, manage, and measure improvement, change, and evaluation process.
- Provide oversight on planning and delivery of events such as: DCYF Conference, NHFAPA Conference, Teen Summit, and Court Advisory Trainings.
- Provide oversight for the coordination and planning of technical support for Better Together Workshops throughout the State.
- Collaborate with DCYF Parent Partner Program leaders to coordinate capacity building to design and implement a Family Empowerment and Lived Experience Integration Academy (FELEIA) and provide 2 FELEIA series annually.
- Develop, plan, and ensure effective implementation of a NH Competency Model in conjunction with DCYF.
Duty/Responsibility
- Provide direction and overall leadership to CWEP staff in all activities related to program implementation, delivery, and maintenance.
- Collaborate with program supervisors and staff to ensure program deliverables are met in accordance with DCYF and UNH’s expectations.
- Review responsibilities and workload on a regular basis to ensure proper alignment with the goals of the contract and appropriate distribution across the program personnel.
- Ensure CWEP participation in practice improvement committees as requested by DCYF.
- Provide oversight to ensure that program staff work cooperatively with resource parents, relative caregivers, birth parents, youth, residential providers and DCYF staff, UNH staff, child placing agency staff and community partners and other DCYF training partners.
- Accountable for annual staff performance evaluations, approval of staff leaves and any other personnel matters involving CWEP staff and instructors.
Duty/Responsibility
- Participate in committees as assigned by DCYF and/or the College such as: DCYF Leadership, New England Child Welfare Directors, Better Together Steering Committee Meetings, and any other groups necessary for effective and efficient program delivery.
