The Research Project Manager (RPM) role exists to leverage researcher’s time and support faculty in their growth trajectory. The RPM position is perfect for you if: The world of research naturally engages you; and you’re unrivaled at enthusiastically navigating diverse relationships, while strategically managing multiple, complex projects and tasks simultaneously To this end, we are looking for an exceptional problem solver to play this pivotal role in supporting the world changing research efforts of Notre Dame. 

The RPM will assist with the management of multiple programs and projects in the national security ecosystem spanning research, technology transfer, partnership creation, and workforce development. The successful candidate will help to develop, implement and oversee program goals, objectives, policies and procedures at the direction of the Air Force Research Laboratory (AFRL) Regional Hub Network Deputy Director and in coordination with other program staff and stakeholders.

The RPM will be responsible for leading and overseeing the day-to-day operational activities of the AFRL Hub including:
  • Manage multiple complex programs and projects with different structures, deadlines, and needs while supporting the development and implementation of goals, objectives, policies and procedures.
  • Manage program budgets and ensure fiscal compliance and accountability.
  • Provide support to program staff to ensure program goals are achieved. Communicate with program stakeholders, including participants, funding sources, and community partners, at a range of levels and spanning university and senior corporate executives to event planners and marketing staff.
  • Ensure compliance with all applicable laws, regulations and policies.
  • Provide recommendations and opinions for future planning based on experience, mission and partner needs.
  • Facilitate program development and expansion, including seeking new funding opportunities and partnerships.
  • Assist the Deputy Directory and other stakeholders with managing export-controlled activities to ensure compliance with the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), and Office of Foreign Assets Control (OFAC) requirements, and the Federal Acquisition Regulations (FAR) as applicable.
  • Maintain required records and supporting documentation including authorization forms, notices, and plan documents.
  • Lead and/or support special initiatives, such as conferences, government, and research relations activities.
  • Participate in national organizations to maintain awareness of regulatory changes and build expertise.

This is a 5-year limited-term position ending 6/30/29 with a high probability of continued funding/extension after 6/30/29.

Minimum Qualifications

Bachelor’s degree in finance, business management, project management is required. Equivalent combination of education and experience may be considered.

5-6 years of relevant experience is required.

  • Ability to manage conflicting priorities 
  • Ability to engage in complex decision-making and strategic planning 
  • Proficiency in program management software 
  • Strong analytical, problem-solving, and data analytics skills
  • Excellent communication skills (written and verbal), effective interpersonal skills, and established time management and priority-setting skills are essential
  • Ability to work effectively with stakeholders at all levels, internal and external to the organization, including senior leaders and government officials 
  • A team-oriented and collaborative mindset that values open communication and shared responsibility to raise up colleagues and achieve collective success
  • Appreciation for challenges related to export control in academic settings Understanding of contracting, cooperative agreements, and other contract vehicles


Preferred Qualifications

Preference will be given to candidates with the following: 
  • Master’s Degree or PhD. 
  • Awareness of the national security ecosystem, particularly in the Midwest. 
  • Background knowledge of organizational structure, business processes, and/or mission needs of the Air Force Research Laboratory or other government laboratory. 
  • Ability to understand, interpret, and apply complex federal, state, university and accreditation regulations pertaining to export controls. 
  • A solid understanding of US export control requirements, policies, and federal regulations, including NSPM-33 requirements. 
  • Knowledge of federal and institutional regulations on export controls including, but not limited to, International Traffic in Arms Regulations (ITAR) under the jurisdiction of the Department of State, and the Export Administration Regulations (EAR) under the jurisdiction of the Department of Commerce.
