Salary: $70,000 Annually, Exempt
Shift: Varies, Monday-Friday, 40 hours/week
Location: Arbor Lodge Shelter
Reports To: Senior Program Manager

Do Good Multnomah is a non-profit organization that partners with the community to provide supportive housing and low-barrier emergency shelter to houseless veterans in the Portland Metro. We emphasize relationship-building, one-on-one engagement, supportive services, and direct community participation. The culture and care we strive to provide our shelter participants at Do Good Multnomah is extremely important to all of us. In this way, we are changing the way we serve houseless Veterans and non-Veterans in the Portland community. THE POSITION: The Program Manager of Arbor Lodge will be a creative and dynamic leader who will oversee a large shelter team and manage the overall operations of the Arbor Lodge congregate shelter and village. This position will mentor their direct reports with kindness, compassion, equity, and trauma-informed care. The PM is responsible for maintaining a calm and neutral presence for all the participants that live in the shelter. This position will oversee and collaborate closely with the Head Chef and multiple Team Lead Supervisors. The ideal candidate will have shelter management experience, a background working with BIPOC and LGBTQIA2S+ individuals, as well as an understanding and passion for community engagement and food resource programming.


 

THE PROGRAM: The Arbor Lodge congregate shelter and village shelters 106 participants; 18 outdoor pods and 88 participants inside. It is located on the corner of North Dever and Lombard. The site is open 24/7, 365 days a year, and all staff are essential workers.


 

HIPAA REQUIREMENTS: This position will have access to Protected Health Information (PHI) during the course of their work activities. Applying the minimum necessary standard of HIPAA, the designated record sets to which this position may have access include all sections of the medical record, patient demographic information in the practice management system, etc. This position is required to read the content of these records only to the extent needed to accomplish the assigned tasks.


 

ESSENTIAL DUTIES & RESPONSIBILITIES:

  • Assist in the oversight of services and programming in a manner that is consistent with Do Good's mission, values, policies and procedures.
  • Provide leadership, support, and positive role modeling for shelter staff. Give direction and delegate mission-centered tasks to staff. Empower staff to take initiative and problem solve.
  • Provide a safe and sanitary environment for participants.
  • Follow all OSHA and Oregon Health Authority food and safety practices.
  • Ensure maintenance of program facilities and equipment, and acquire any necessary program supplies.
  • Manage the site budget for supplies, food costs, and shelter events.
  • Manage the monthly schedules and bi-monthly timecards of all staff working at Arbor Lodge.
  • Provide training, direct, and indirect supervision to all program staff, including monthly individual supervisions and annual performance reviews.
  • Strive to meet metrics outlined by the program’s funders, while ensuring that the dignity and safety of participants are staff are always prioritized and advocated for.
  • Navigate public conversations and guide the narrative around the Arbor Lodge shelter and its role in the neighborhood. This will include attending neighborhood association meetings, working directly with community partners and donors, and assisting in storytelling opportunities involving participants.
  • Model and encourage direct, kind, and clear communication and collaboration among staff members across the organization, with participants and community partners to ensure a positive support network.
  • Attend and participate in all appropriate meetings within the scope of practice, including internal leadership and management meetings, external community and neighborhood meetings, and all required Multnomah County/JOHS meetings.
  • Adhere to all state and federal privacy and security regulations applicable to the program, and to Do Good Multnomah’s policies and agreements regarding confidentiality, privacy, and security.
  • Perform other duties as assigned.

 

SKILLS & ABILITIES:

  • Demonstrated ability to provide humble leadership, assist others as a team member, and establish priorities as a team leader. Ability to provide strengths-based leadership to direct reports and advocate for staff.
  • Consistent, clear/direct, and compassionate communication with participants, staff, referrals, community partners, and vendors. Ability to communicate clearly and concisely both verbally and in writing.

  • General comfort and experience with public speaking, and willingness to lead site tours and interviews with local media and community members (in partnership with the Communication team and Senior Leadership).
  • Ability to work courteously with the public, community partners, participants, and coworkers.
  • Demonstrated ability to utilize Microsoft 365 programs, including Teams, OneNote, and other tools.
  • Knowledge of and experience with addressing and supporting an escalated participant through proper trauma-informed de-escalation and engagement techniques. Ability to maintain calm and compassion under pressure.
  • Ability to use motivational interviewing techniques, strengths-based advocacy, and trauma-informed care with staff and participants.
  • Ability to maintain appropriate professional boundaries with both participants and staff, including utilizing discernment to know what is appropriate to share and what is confidential.
  • Ability and willingness to engage in Do Good’s equity, inclusion, and anti-racist work at the full-staff, program-specific, and individual levels.
