Your Role

The Health Transformation Data & Evaluation team is committed to identifying, designing, implementing, and evaluating innovations that transform health care leveraging comprehensive data. The Program Manager, Consultant will report to the Senior Manager, Health Data Strategy. In this role you will collaborate on all aspects of health data strategy business processes, including data acquisition, integration, and adoption. You will use your critical thinking, problem solving, communication, and technical skills to collaborate with data users, data and analytics team and external vendors to facilitate the development of business requirements, user test scripts, manage User Acceptance testing and prepare material for regular executive reporting on progress for all relevant activities.

Your Work

In this role, you will:

  • Manage medium to large sized projects (or multiple projects) spanning across business areas
  • Ensure strategic direction of projects is in line and designs strategies for alignment with Company and business unit goals and objectives
  • Proven ability to determine key business and technical issues, develop effective action plans and implement to successful conclusion
  • Manage the design, development and/or implementation of new or enhanced systems projects or programs
  • Manage the scope, schedule, budget, and quality of the project
  • Apply and adopt Agile (SAFe) methodologies to all programs and projects in close partnership with IT for integrating data from disparate systems while managing interdependencies of other business units
  • Support design and analysis sessions with various stakeholders to gain a deeper understanding of various data sources required to meet the business and health data strategy goals
  • Manage requirement discovery efforts with stakeholders and key business partners to identify and frame business challenges, insight needs, output needs, technical architecture, and project success criteria documentation in JIRA Epics
  • Support development and maintenance of comprehensive data needs roadmap and data sourcing strategy. This includes (1) creating a comprehensive mapping of data sources to identify gaps and areas of opportunity and (2) establishing, developing, and managing internal and vendor relationships to achieve health data analytics goals
  • Support identification and development of use cases and their adoption of health data as a product owner
  • Serve as a partner to Evaluation team to support data collection, analysis and reporting related to programmatic evaluation as needed, to ensure all evaluation data needs are met
  • Document, manage and mitigate program issues and risks
  • Partner with data and analytics team to plan, execute and test data integration efforts for the Digital Health Record

Your Knowledge and Experience

  • Requires a bachelor's degree or equivalent experience
  • Requires at least 7 years of prior relevant experience
  • Familiarity with clinical and member demographic data, experience working with various clinical data sources, some experience with scripting language such as SQL, ability to work with various business teams to translate business requirements into data test scripts.
  • Demonstrated experience with business requirements documentation and translation to conceptualize user stories
  • Experience with aligning business strategies and leveraging data to drive strategic decisions.
  • Familiarity with Electronic Medical Records systems, clinical data, and clinical data architecture
  • Agile/SaFE certification preferred

Pay Range:

The pay range for this role is: $ 109120.00 to $ 163680.00 for California.

Please note that this range represents the pay range for this and many other positions at Blue Shield that fall into this pay grade. Blue Shield salaries are based on a variety of factors, including the candidate's experience, location (California, Bay area, or outside California), and current employee salaries for similar roles.
