Primary Purpose:


Manages a group of experts that provide key analytical support in the evaluation, measurement, verification (EM&V) and cost effectiveness of Demand Side Management (DSM) programs, including energy efficiency, demand response and Low-Income programs. Responsible for maintaining relationships and conducting complex statistical studies with statewide agencies, including the Public Utilities Commission (PUC) and California Energy Commission (CEC) staff, and other major stakeholders. Works with leadership to develop high level strategy regarding program and portfolio design, and potentially serves as a witness in CPUC hearings.

Duties and Responsibilities:

  • Manages data analytics to inform Demand Side Management (DSM) Portfolio/Program Design (Energy Efficiency, Demand Response and Low Income). Analyzes customer program portfolios and provide recommendations on program design and measure development. Provides cost-effectiveness evaluation and analysis to inform program design. Directs the development of annual DSM EM&V Studies used to support forecasts and report program achievements. Develops logic models, program metrics and KPIs, and ad hoc evaluation and data analysis. Communicates across customer programs to identify and address analytic needs. Directs the analytical support provided in various regulatory proceedings including the development of recommendations, discovery responses, testimony and exhibits.
  • Manages EM&V for Energy Efficiency, Demand Response and Low Income. Participates in statewide EM&V leadership teams for DSM program evaluations to provide SDG&E's perspective and ensure statewide studies reflect SDG&E's goals. Develops statewide strategies to ensure SDG&E's objectives are considered by the CPUC. Oversee EM&V advisor participation in statewide research/evaluation teams; oversee co-funding agreements for statewide studies; and responsible for over $10 million EM&V budget.
  • Develops detailed plans to accomplish goals, including KPI and SLA development and tracking, coordination with other business units and the training and mentoring of staff. Ensures team is performing at or above goals and provides on-going mentoring and coaching to ensure sustained performance. Develops staff and conducts ongoing training sessions to reinforce best practices and procedures. Maintains accurate records of team performance and productivity to establish plans for individual staff development.
  • Manages and chairs various statewide EM&V advisory groups that include the IOUs, POUS, CEC, PUC and other stakeholders.
  • Provides expert testimony before regulatory agencies and participates as a key policy witness in various proceedings.
  • Performs other duties as assigned (no more than 5% of duties).

Hybrid Schedule:

  • Must reside in Southern California or be willing to relocate upon hire.
  • We offer a hybrid work environment. Although the schedule may vary, typically this will allow you to work from the office three days per week and work remotely on the remaining workdays.

Required Qualifications:

  • Bachelor's Degree Statistics, Engineering, Economics Business or Finance.
  • 6 years - related experience.
  • Extensive experience in the areas of Engineering, Statistics, Economics or Finance. Required
  • Strong conceptual and innovative thinker with ability to think both strategically and tactically.
  • Ability to communicate effectively with upper management and regulatory personnel (CPUC and CEC Staff).
  • Ability to prioritize work (often with limited resources), identify risks and develop and implement mitigation plans.
  • Detail oriented with effective written and oral communication.

Preferred Qualifications:

  • Graduate degree. Preferred
  • Extensive experience in the field of DSM EM&V and cost effectiveness, with an in-depth understanding of DSM technologies and projects strongly desired.
  • Management experience.
  • Experience testifying before the CPUC desirable.
