Your Role

The Centers of Excellence Systems Analyst team defines and deliver solutions that meet business objectives; facilitates between business and IT business needs; lead eliciting, analyzing, validating, and managing requirements, processes, and high-level solution designs; is a proactive member of an Agile product team. The System Analyst, Consultant will report to the Software Engineering & Service Delivery Manager. In this role you will support the Health Solutions IT Portfolio Pharmacy Reimagined virtual PBA model by creating and maintaining documentation to solution business needs. Participate in agile ceremonies and assist in creating and refining user stories, including acceptance criteria and to groom & prioritize backlog. You will develop and document technical designs and make recommendations for future capabilities.

Your Work

In this role, you will:

  • Create and maintain product documentation to solution the most complex business needs through enabling technology and/or business processes that impact multiple business units, lines of business, processes, and/or cross-product projects
  • Assist in creating, refining, and maintaining user stories and associated deliverables such as process flows and test cases to meet development and stakeholder needs
  • Actively participate in agile ceremonies (i.e., daily standup, sprint planning, retrospective, & demos)
  • Work directly with the Product Owner and additional business stakeholders to understand the business domain and upcoming required features
  • Act as a proxy Product Manager/Scrum Master when necessary
  • Write acceptance criteria and ensure criteria comes to fruition during product demos
  • Support the team to populate, groom, and prioritize the backlog
  • Quickly grasp the existing product designs and implementations to troubleshoot and make recommendations for future capabilities
  • Develop and document technical designs
  • Configure, develop (code, scripts, queries, reports), test, troubleshoot (system and application log interrogation), evaluate and tune performance, deploy and migrate, and support (monitoring & impact remediation)

Your Knowledge and Experience

  • Requires a bachelor's degree or equivalent experience
  • Requires at least 7 years of directly related professional experience and deep technical abilities in one or more primary products, programs or technologies
  • Requires at least 2 years of experience as a System Analyst in an agile project-based environment; proficient with user stories, Scrum, Kanban, retrospectives, team planning, and other related Agile/DevSecOps techniques
  • Proven ability to function in a fast moving and rapidly evolving environment
  • Excellent oral and written communication skills; excellent problem solving and consulting skills
  • Experience documenting agile workflows and process documentation
  • Experience using JIRA is required
  • Healthcare industry experience preferred
  • Basic programming background, knowledge, and experience with foundational understanding & adherence to development standards, security policies, and sustainable design practices.
  • Experience required in one or more of the following areas: Java, Spring Framework, OAUTH, Cloud (AWS & Google), REST API, Oracle DB scripts [define, Alter, etc], PL-SQL stored procedures, Tidal, Informatica
  • Experience preferred in BitBucket, Splunk, Service Market Place, CMDB

Pay Range:

The pay range for this role is: $ 109120.00 to $ 163680.00 for California.

Please note that this range represents the pay range for this and many other positions at Blue Shield that fall into this pay grade. Blue Shield salaries are based on a variety of factors, including the candidate's experience, location (California, Bay area, or outside California), and current employee salaries for similar roles.
