Primary Purpose

The Cybersecurity Program Manager drives Cybersecurity program delivery by providing end-to-end leadership and oversight. This position is responsible for aligning the program's top-down vision, goals, and objectives to the business strategy and to the successful delivery of planning, communication, governance, risks and issues, infrastructure, and integration. The Program Manager oversees master plans and schedules, financials, and the performance of resources necessary to achieve the Cyber program's objectives and critical success factors. The Manager develops solutions to program challenges and directs others to the successful completion of programs on-time, on-budget and to achieve expected business outcomes. This position is responsible for applying a common set of standards & processes across the planning and execution of related projects.

To achieve a successful program, the Program Manager works with a wide array of cross-functional stakeholders to deliver the program. This includes cyber/IT project managers, cyber line managers and various IT departments who may have complementary and/or competing priorities. This position breaks through communication issues and effectively develops relationships with stakeholders at all levels of the organization. The Manager leads monitoring and reporting on overall program status against established metrics to executive stakeholders with established processes.

Duties and Responsibilities

  • Value Delivery, Strategy, and Planning
    • Leads the development of the overall approach for the cybersecurity program, its time frames, and the definition of its major deliverables to meet the desired goals and outcomes.
    • Partners with the executive sponsor to communicate program goals, objectives, and potential outcomes.
    • Leads regular interactions with the executive sponsor to inform, alert, negotiate and maintain a continuing good relationship and shared vision for the program outcome.
    • Establishes and ensures appropriate governance functions for the program, in accordance with enterprise policies and practices, on behalf of the executive sponsor or senior responsible owner.
    • Develops and presents project business cases.
    • Directs the creation and maintenance of the required program documentation and artifacts.
    • Oversees the execution of program projects and related cybersecurity initiatives, their progress compared with the plan and the production of agreed deliverables.
    • Monitors and coordinates dependencies across the projects in the program and resolves conflicts.
  • Delivery, Execution and Compliance
    • Prioritizes work, assigns resources and coordinates team involvement in project efforts specific to the Cybersecurity Program.
    • Ensures end-to-end delivery of projects and initiatives within program.
    • Ensures assigned projects and activities within the program meet all compliance and architecture standards.
  • Partners with cyber line managers to manage third party vendors needed to execute the program, including RFPs, contracts, and implementation efforts.
    • Ensures proper oversight for solutions and artifacts.
    • Ensures re-use through implementation of shared technology assets.
  • Leadership and Business Acumen
    • Champions program goals and objectives across the organization.
    • Proactively manages program/projects risks and issues.
    • Mobilizes others within and outside the program to support and enable change efforts within individual initiatives/projects.
    • Inspires, motivates, and guides team members.
    • Fosters commitment, team spirit, pride, and trust.
    • Manages conflict swiftly toward a win-win solution.
    • Makes recommendations for the program that are clearly linked to the organization's strategy, cybersecurity strategy, and financial goals.
    • Solicits information on the organization's direction, goals, and strategy to determine how the program can best add value to the organization and its objectives.
  • Influence and Relationships
    • Communicates program objectives in a persuasive manner that builds support, agreement, or commitment.
    • Takes actions that directly or indirectly influence others to create program buy-in, gain trust, and motivate others or win concessions without damaging relationships.
    • Solicits advice, support, championship, sponsorship, and commitment to program success across the organization.
    • Procures and maintains support from key stakeholders in the organization to deliver the program deliverables and outcome.
    • Builds formal and informal professional networks, and extends these networks within, across and outside organizational boundaries.
    • Communicates program objectives in a persuasive manner that builds support, agreement, or commitment.
    • Takes actions that directly or indirectly influence others to create program buy-in, gain trust, and motivate others or win concessions without damaging relationships.
    • Solicits advice, support, championship, sponsorship, and commitment to program success across the organization.
    • Procures and maintains support from key stakeholders in the organization to deliver the program deliverables and outcomes.

    • Resolves cross-project dependency issues and problems among the project managers swiftly.
    • Sets appropriate standards for the program.

  • Performs other duties as assigned (no more than 5% of duties).


Required Qualifications

  • Bachelor's Degree Computer Science, Information Systems and/or equivalent combination of related education and experiences.
  • 8+ years of experience working in a cybersecurity, information security department, or related environment.
  • 8+ years of providing IT program management support in directly managing IT/cybersecurity projects and/or portfolio of projects preferably in cybersecurity.
  • Program/portfolio budget responsibility up to $5M+
  • Technical Skills & Knowledge
    • Program/project management tools, methodologies, governance, metrics.
    • Understanding of networking, infrastructure, malware defenses, perimeter controls, security assessment, web applications, intrusion analysis, malware analysis and incident response.
    • Understanding of industrial operations systems/technologies and/or critical infrastructure and related controls.
    • Outstanding management, interpersonal, communication, organizational and decision-making skills.
    • Strong multi-tasking capabilities, exceptional skills to adjust to multiple demands, shifting priorities, ambiguity, and rapid change (Advanced)
  • People Leadership
    • Demonstrated skills to inspire a diverse technical workforce spread across multiple locations involving the full range of technology platforms and solutions as well as vendor personnel.
    • Ability to lead and coach staff; Personal drive and energy level to achieve superior results individually and through others; Proven track record of successful team leadership and development.
    • Excellent communication skills and ability to convey technical concepts to a non-technical audience.
  • Cross-Functional Collaboration
    • Business acumen with an ability to map business requirements to technical solutions.
    • Ability to participate in cooperative working relationships including knowledge sharing and partnership in achieving solutions within and across business or operational functions.

Preferred Qualifications

  • Program/portfolio budget responsibility up to $10M+
  • Master's Degree Computer Science, Master Information Systems or Master Business Administration.
  • Standard certifications in Information Security (SSCP, CISSP, CISM, GIAC, EC-Council) and/or vendor-specific certifications.
  • PMP or other professional certifications (Agile, ITIL, etc.).
  • Bilingual speaker (English/Spanish) is a plus.

HYBRID: Work a combination of onsite and remote days each week, typically 2-3 days per week.
