Job Summary:
This is a 40 hour per week full time, salaried position. Provides leadership for the Upward Bound project, having responsibility for the supervision of staff; conducts and coordinates planning, budgeting, staffing, the implementation of project activities and project evaluation.
Essential Functions:
1. Directs and coordinates and participates in all Upward Bound activities during the academic year, including monthly Saturday College Prep session and the six-week Summer Academic Institute.
2. Coordinates activities of staff to ensure the purposes of Upward Bound are accomplished.
3. Prepares/coordinates reports required by the U.S. Department of Education, Lake Michigan College, and the Upward Bound Advisory Council.
4. Keep cognizant of federal regulations concerning the Upward Bound project.
5. Ensures the project is operating within all applicable federal, state, local laws, and institutional regulations.
6. Establishes and maintains good working relationships between students, the Upward Bound project, College, Benton Harbor High School, and other community agencies.
7. Assists in coordination of instruction in mathematics, laboratory science, composition, literature, and foreign language, with Benton Harbor High School teachers and College instructors.
8. Schedules and may conduct in-service training activities. Monitors participants academic progress and generates data reports to ensure adequate progress is being made to meet program objectives.
9. Makes presentations to inform the community of the Upward Bound project, its purposes, and how a potential participant applies to the Upward Bound program.
10. Supervises the maintenance of a filing system, counseling activities, and participant records according to audit regulations; and conducts yearly audit of participant files.
11. Develops and/or approves all written correspondence/materials generated by Upward Bound staff
12. Interview and hires all personnel for the Upward Bound program, responsible for the orientation, professional development, and evaluation of all Upward Bound personnel.
13. Conducts interviews with potential Upward Bound participants and parents/guardians; generates letters of acceptance/denial.
14. Assists in the coordination of Upward Bound Early/Middle College potential students; serves as a liaison between the Upward Bound/Early Middle College students and Berrien County Fifty Year Early/Middle college program.
15. Establishes and maintains the Upward Bound Policies and Procedures Manual.
16. Manages and develops other people.
17. To provide the best service to our external and internal customers, all positions at Lake Michigan College require regular and predicable on-site attendance as an essential job function. Accountabilities:
Under the limited supervision of the Executive Director, DEI Programs and the direction of the Upward Bound Advisory Council, is responsible for the overall direction of the project including day to day operation and supervision of all Upward Bound staff and activities.
Job Specifications:
Masters degree in education, counseling or related area required. Three to five years experience in school/community service program administration required. Experience in managing budgets, supervision of personnel, and interpersonal skills required. Minimum of two years successful experience involving educational or counseling programs for at risk youth. Confidentiality required.
