General Summary

This funding advisor position reports to and is under the supervision of the Director of Workforce Education Services. These responsibilities include assessing a student's eligibility for tuition aid, approving, tracking, recording expenses, and handling case management for the workload of the workforce education funding programs. Approximately 80% of the time is spent in communication with students enrolled in workforce education services and serving as a funding advisor. This role will complete duties with a high level of accuracy and efficiency and communicate these practices to staff, students, and the public. The funding advisor instructs personnel and recommends policies in addition to following program standards, state board guidelines, and institutional and internal protocols. These include the Opportunity Grant (OG), Worker Retraining (WRT), Early Achievers Grant (EAG), Basic Food for Employment and Training (BFET), and Opportunity Grant for Healthcare Programs. Understanding housing, financial education, career, and employment resources is in line with the goal of working-student success. Some evening and weekend hours are required.

This is salaried over-time eligible at-will, full-time position.

 
 
Essential Tasks

Reporting directly to the Director of Workforce Education Services, this position will:


  • Entails providing students with support on how workforce funding impacts their future academic and professional aspirations and utilizing its resources to achieve their academic success and career goals;
  • Responsible for guiding student participation in various workforce programs, such as opportunity grant, worker retraining, and basic food employment and training (BFET), as well as conducting interviews, screenings, qualifying , and co-enrolling students;
  • Collects, prepares, and reports data needed to maintain or enhance students’ eligibility for funding;
  • Utilizing the PeopleSoft/CTCLink system to process student payments and payment reconciliation, troubleshooting and rectification of disbursement errors;
  • Provides case management services to students who qualify to receive tuition assistance for the workforce education services grants: Basic Food for Employment and Training (BFET), Opportunity Grant, and Worker Retraining Grant, including re-entry and wish students;
  • Monitors students' continuous eligibility in accordance with SBCTC grant criteria and local workforce policies and procedures; ensures that students meet participation standards, that deadlines are met, and that maximum funding amounts are not surpassed;
  • Identify support service needs for individual students; make referrals to campus services or community agencies to resolve barriers;
  • Monitor students satisfactory academic progress, track academic standing and enrollment to program completion, i.e., transcript reports, and assist students in the submission of certificates or degree graduation applications;
  • Uphold student records in electronic and hard copy formats; adhere to SBCTC and Workforce procedural guidelines for keeping student files;
  • Ensure all enrolled student groups and attribute values are coded in the ctcLink system prior to each quarter and adhere to the SBCTC coding manual and timeline in order to record full-time equivalent (FTE) enrollment;
  • Maintain a waiting list of potential students not yet able to access the workforce grants due to limited funding;
  • In cooperation with the Workforce Education Services, Transition Success Center, Student Success Team, Entry-Advising, Financial Aid, and other pertinent departments, plan and execute transition events both on and off campus as well as organize and conduct orientations and information sessions;
  • Perform other special projects as assigned, including leading department-required projects or tasks.
 
OPPORTUNITY GRANT POINT OF CONTACT DUTIES:
  • Serves as the point of contact for the opportunity grant.
  • Work collaboratively with the WES Director in reviewing and updating Workforce Education Services Professional-Technical Pathways Eligible Programs quarterly;
  • Review and update the Opportunity Grant Federal 200% poverty income guidelines with the WES Director annually;
  • Attend regional meetings offered in partnership with DSHS and point-of-contact meetings organized by the State Board for Community and Technical Colleges;
  • Responsible for outreach for potential grant recipients that reflect the diversity of the community;
  • Respond to all opportunity grant inquiries;
  • Serves as backup support to update the Workforce Education Services applications, processes, and website.
 
Ability to:
  • Ability to support students who are English language learners and/or seeking basic skills; Ability to work with diverse family styles, multi-ethnic populations, and low-income and/or at-risk individuals, preferably in an educational or workforce setting;
  • Ability to navigate and perform in a comprehensive manner using MS Office Suite, Excel, Google Docs as part of WorkSpace, Google add-ons like Document Studio, Outlook, CTClink (PeopleSoft Software for Student Management Services), and other electronic environments;
  • Ability to use student, financial aid, or eJAS database systems;
  • Ability to track and record expenditures;
  • Ability to provide a high level of customer service orientation;
  • Ability to empathize with the needs of students who might be impoverished, homeless, have little English proficiency, or who are affected by domestic abuse, drug misuse, or other career difficulties;
  • The capacity for communication, encompassing both written and verbal exchanges;
  • Ability to work both independently and collaboratively; innovative in problem solving, decision making, and solution bargaining;
  • Ability to prioritize and organize workloads;
  • Ability to manage time and projects to meet important deadlines.
 
Knowledge of:
  • Higher Education Institutions;
  • Financial Education;
  • Washington State Workforce Grants and Guidelines.

 

Qualifications

MINIMUM:


  • Bachelor’s degree in social services, social work, education, student personnel or related field;
OR
  • AAS/AS degree in social services, social work, education, student personnel or related field; AND
  • Two years of experience related to recruitment and enrollment, educational planning, financial aid, support service, occupational training, workplace readiness, job placement, records maintenance and outcomes;
OR
  • An equivalent combination of experience and education.
DESIRED:
  • Experience working at a community college and with a diverse population;
  • Bilingual desired.
