Job Description
This position coordinates the Strengthening Career and Technical Education for the 21st Century Act (Perkins V) grant development and implementation across Northland Community and Technical College as the post-secondary partner in the Pine to Prairie Consortium. This position supports initiatives and related activities designed to support student transitions and student success in career and technical education programs.

Develop and manage annual Perkins grant cycle and all related processes.
  • Development and submission of annual performance report (APR);
  • Negotiate annual Perkins accountability performance targets with state CTE staff;
  • Develop annual unified campus Perkins consortium plan and budget;
  • Attend Perkins related conferences and trainings;
  • Manage the Perkins required PARS reporting process;
  • Educate CTE academic departments, deans, and student support services on the purpose of Perkins, increasing awareness and understanding of Perkins across the College.

 

 
Coordinate activities with Recruitment, Advising, Career Services, and the Academic Divisions.
  • Collaborate with advisors and admissions to build and support a continuum of career awareness and exploration events that align with Perkins targeted programs;
  • Coordinate activities and events with student support services and CTE departments to improve student success, with a priority focus on efforts to improve accountability performance targets.
 
Coordinate development and implementation of Programs of Study and Technical Skills Assessments.
  • Support the Strengthening Career and Technical Education for the 21st Century Act
  • (Perkins V) grant priority implementation across career programs at the college;
  • Coordinate the annual Perkins needs assessment process and equipment crosswalk (CLNA);
  • Monitor the use of technical skills assessments, supporting updates and troubleshooting and coordinating data dissemination.
 
Strengthen the program advisory use of effective practice models.
  • Build relationships with faculty across career and technical programs to facilitate the coordination and tracking of advisory committee meetings;
  • Participate in relevant division, department, and program director meetings;
  • Ensure post event survey and results dissemination to stakeholders;
  • Build and update an advisory committee effective practice tool kit for program use.
 
Maintain a data-driven, pathway-aligned, range of articulated credit opportunities in partnership with secondary consortia high schools with full collaboration with the Secondary Director of Pine to Prairie
  • Collaborate to schedule renewal and new articulation agreement meetings;
  • Develop, manage, and renew articulation agreements.
 
Monitor Perkins Accountability Performance Targets.
  • In partnership with academic leadership, develop and implement improvement plans and reports if the consortium does not meet negotiated targets for core accountability measures;
  • Provide, or arrange with State CTE leadership to provide, technical assistance and professional development to assist consortium partners with achieving consortium goals and meeting negotiated Perkins performance indicators;
 
Monitor budget and spending across the Perkins cost centers.
  • Coordinates and directs annual spend down planning;
  • Develop and manage applicant/request process for department use of unspent funds that aligns with Perkins goals and/or accountability measures;
  • Coordinate Perkins related purchase and order tracking;
  • Identify plan to spend reallocated budget dollars received annually from the State CTE office.
 
Perform other duties as assigned to ensure the smooth functioning of the department and maintain the reputation of the organization as a viable business partner including Concurrent Enrollment Support and other special projects.

Required Qualifications
  • Bachelor’s degree;
  • Familiarity with the role and purpose of Career and Technical Education;
  • Demonstrated knowledge of Perkins six criterion for monitoring reporting;
  • Knowledge of higher education programs and organizational structures;
  • Ability to monitor a budget across multiple cost centers connected to Perkins narratives;
  • Customer service orientation sufficient to create a collaborative and welcoming presence in work groups, teams, and with external partners;

 


Preferred Qualifications
  • Master’s degree;
  • Experience working in a two-year college setting;
  • Experience in designing early credit opportunities with secondary partners;
  • Evidence of highly skilled interpersonal relationship building outcomes;
  • Evidence of a skill set sufficient to maintain strong working relationships across internal and external partnerships.

 


Other Requirements
In accordance with the Minnesota State Vehicle Fleet Safety Program, employees driving on college/university business who use a rental or state vehicle shall be required to conform to Minnesota State’s vehicle use criteria and consent to a Motor Vehicle Records check.
