Whatcom Community College is seeking an experienced and visionary leader to serve as the Executive Director for Human Resources (EDHR). The EDHR provides leadership and direction for a comprehensive college-wide human resource program with a collaborative, equity-driven and service-oriented approach. The EDHR also leads the Human Resources department, overseeing its personnel and operations. The EDHR for HR reports directly to the President and works closely with college leadership to support the college’s mission and strategic plan goals. As a working manager, the EDHR will also engage in daily human resources client work to serve as a trusted advisor to campus leadership and employees.

Responsibilities

Key Responsibilities:

Leadership & Management

  • Develop and direct the implementation of human resources goals, objectives, plans, policies, and operating procedures, in partnership with college leadership and other members of campus that supports a collaborative and equity-driven culture.
  • Direct the daily activities of the human resources functions including but not limited to recruitment, onboarding, employee relations, payroll and benefits administration, ensuring a high quality and efficient delivery of services.
  • Evaluate the HR department structure and goals for continuous improvement of the efficiency and effectiveness of the department and the professional and personal development of its team members.
  • Build and support an effective Human Resources team through effective hiring, training, coaching and performance management.
  • Administer the annual budgets for Human Resources. Make recommendations on budget and financial data. Monitor, control and authorize expenditures in accordance with established budget procedures and maintain appropriate records.
  • Serve as a member of the President’s Expanded Cabinet, providing analyses and advice on matters related to human resources and employee relations.
  • Provide administrative management for Title IX/Equal Employment Opportunity (EEO) – holds the official title as Deputy Title IX Coordinator, EEO Officer, and ADA Compliance Officer for the institution.

Labor and Employee Relations

  • Serve on the administration team for negotiating collective bargaining agreements for the College. Support the administrative and union teams with data, research, and information for labor negotiations.
  • Manage the applicable provisions of the collective bargaining agreements; advise and train administration and staff regarding the application of the agreements. Assist administration and supervisors in the resolution of potential or actual grievances.
  • Interpret and administer policies, regulations, and contracts to ensure consistency and adherence to legalities and best practices.
  • Implement necessary controls to assure that employment practices throughout the college are effective and in conformance with effective Equity Diversity and Inclusion (EDI), personnel practices, appropriate state, and federal laws as well as union contracts.
  • Manage and/or conduct, as appropriate, investigations related to discrimination/harassment, bias, performance issues, or other matters necessitating internal investigations. Represent management during steps in disciplinary actions as appropriate for internal and external appeals. Consults with assigned Assistant Attorney General (AAG) as needed.

Recruitment, On-boarding and Training:

  • Lead the team responsible for effective hiring and on-boarding. This includes overseeing effective practices and procedures for recruitment activities such as developing and implementing recruitment notices and strategies, monitoring application submissions, conducting and scheduling interviews and preparing hiring packets.
  • Train and advise search committees on effective interviewing including training on preventing bias and ensuring equal employment opportunities.
  • Develop and implement campus guidelines for the hiring processes of all college personnel, in consultation with college leadership and in compliance with union agreements.
  • Develop, implement, and conduct employee on-boarding programs.
  • Support and implement professional development opportunities for employees including any required compliance training.

Compensation, Benefits, Payroll & Leaves:

  • Provide guidance and support for job analysis/classification as well as determines appropriate salary ranges for non-represented positions. Ensure pay equity at the College.
  • Responsible for the proper administration of benefits including compliance with state guidelines and required reporting requirements.
  • Oversee the payroll function including ensuring that all data input and system maintenance has been done to ensure accurate data. This includes overseeing interdepartmental workflow between HR, payroll provider, academic and administrative offices.
  • Supervise employee leaves to ensure compliance with all federal, state and local laws and regulations.
  • Take responsibility for Reasonable Accommodation analysis and coordination with staff and leaders.

Other Duties & Responsibilities:

  • Serve on college committees as appointed by the college president.
  • Represent the college at statewide meetings and provide leadership on matters related to human resources.
  • Maintain awareness of new requirements as communicated by the State Board for Community and Technical Colleges (SBCTC), peer colleges, the Health Care Authority (HCA), and the Office of Financial Management (OFM) for the purpose of establishing new processes and procedures to maintain compliance across HR and Payroll work areas.
  • Lead, participate in or coordinate projects, committees or task forces as assigned by the President.

Qualifications

Minimum Qualifications:

  • Bachelor’s degree in human resources management, Organizational Development, Business or related field.
  • Five or more years of experience in Human Resources and a working knowledge of human resources administration, policy, and program development, as well as, but not limited to labor and employee relations, benefits, classification and compensation, collective bargaining, and ADA requirements.
  • Two or more years of experience managing employees and teams, including hiring, developing, and managing performance.
  • Experience that demonstrates cultural competence (including an awareness and understanding of historically minoritized populations) that demonstrates a commitment to work with others to create an educational and work environment that affirms commitment to equity, diversity, and inclusion.
  • Demonstrated ability to work effectively with a variety of constituencies, administrators, faculty, staff and students.

Preferred Qualifications:

  • Master’s degree in Human Resources Management, Business or related field.
  • Demonstrated effective oral and written communication skills. Experience communicating with and building rapport working with various employee groups.
  • Experience with labor negotiations.

Salary

Salary and Appointment:

  • This is a full-time Administrative/Exempt position. Exempt from Washington State civil service law with an annual salary based on a range of $110,000.00 - $140,000.00.

  • The position comes with a full benefit package, including health, dental, life, long-term disability insurance and a retirement plan.
  • Accrues 8 hours per month of sick leave and 14.67 hours per month vacation leave.
