Valley Caregiver Resource Center (VCRC) is a non-profit agency that assists seniors and family caregivers with services ranging from counseling on Medicare benefits and prescription drug plans to Adult Day Care programs. We are currently seeking a Program Manager to join our team in Fresno, California, under the direction of the Executive Director. This position is specifically for our Health Insurance Advocacy Program (HICAP) which assists Medicare beneficiaries of all ages, their family members and those who are about to become eligible, to make informed decisions about their healthcare coverage. The Program manager will oversee the quality and efficiency of the services to best serve the center, staff, and community. The Program Manager will work in accordance with the Valley Caregiver Resource Center (VCRC) policies, procedures, and contract requirements.

Essential Duties include, but are not limited to:

  • Plan, organize and direct the daily operations and activities of the program.
  • Assist to develop plans and systems in the process of implementing new or existing contracts.
  • Assist Executive Director, Fiscal and Budget Managers in grant reviews, fiscal and budgetary operations.
  • Maintain quantity and quality control measures ensuring consistency in handling each program and case.
  • Work collaboratively with other program managers, staff, volunteers, departments, agencies, and clients.
  • Recruit, train and evaluate the performance of volunteers and facilitate recognition programs.
  • Develop and implement training plans and materials for community education programs.
  • Provide administrative leadership of staff and volunteers; ensure standards of performance are met.
  • Develop and monitor counseling sites.
  • Review and/or supervise the review of all closed cases (intakes) for accuracy and services.
  • Counsel or provide counseling assistance on highly complex cases.
  • Provide guidance to staff in determining client program eligibility and resolving complex case problems.
  • Participate in identifying funding sources, donor development and various fundraising efforts.
  • Collaborate with other agency staff in executing marketing objectives, developing Internet services for families, and contributing to agency publications

The desired candidate must possess the following qualifications:

  • A minimum of 2 years’ experience in Program Management or a related field.
  • Experience in a non-profit organization preferred.
  • Bilingual skills strongly preferred.
  • Knowledge of adult learning principles, with ability to provide training and personal counseling.
  • Excellent project management skills with ability to set fiscal operational standards.
  • Strong skills in Microsoft Word, Excel, and Outlook.
  • Must obtain (CDA) certification as a HICAP counselor within three months of employment.
  • Must be willing to travel locally and out of town.

Position offers a competitive salary between $65,000 - $68,000 DOE and a full benefits package.
