Posting Summary
University Correctional Healthcare, operating within Rutgers, The State University of New Jersey, is seeking a Quality Improvement Specialist/Ombudsman, located in Trenton, NJ.
Under immediate supervision of the Quality Improvement Director, the Quality Improvement Specialist (Ombudsperson-Statewide) investigates and problem solves grievances raised by inmates, issues raised by family or friends of inmates and issues raised by the New Jersey Department of Corrections or other officials of the State of New Jersey concerning matters related to medical and/or dental treatment.
Responsibilities include the following:
1. Supervises UCHC Patient Representatives as assigned.
• Serves as coordinator for Patient Representative duties.
• Provides leadership and guidance to assigned staff.
• Demonstrates supervisory skills by participating in the hiring, promoting, demoting, evaluating, transferring, disciplining, and termination of staff, according to Rutgers, UCHC and UBHC policy.
• Reviews performance objectives and standards throughout the year with subordinate UCHC staff to ensure.
• Mutual understanding of expectations, as well as ensuring compliance as per guidelines and regulations.
• Assigns work responsibilities to subordinate staff according to identified departmental needs.
• Reviews distribution of staff workload staff on a regular basis and makes assessments to ensure that staff meets program needs.
• Oversees the Patient Representative responses to healthcare concerns.
• Monitors timeliness and quality of all responses to healthcare concerns.
• Monitors staff productivity.
• Facilitates staff training, team meetings, and reviews.
• On call duties 24/7
2. Acts as a liaison between UCHC and the State Office of the Correctional Ombudsman.
3. Reviews and investigates inmate grievances related to health care, through personal interviews with inmates, staff, and
medical records review.
• Will assist Patient Representative in review, investigation, and responses that require the guidance of this senior
level position.
4. Will monitor and respond to complaints sent via the Healthcare Concern Line.
5. Finalizes investigation with a written report to be distributed according to policy and procedure.

Qualifications


Minimum Education and Experience

Required Knowledge, Skills, and Abilities
  • Bachelor’s Degree in health/science related field such as Nursing, Psychology, Social Work, Sociology, Biology, Health Care Administration required plus four (4) of experience in a healthcare setting.
  • Health care knowledge or equivalent experience in a health care setting.
  • Valid Driver’s License is required. Must possess own vehicle or alternative means of transportation from one site to another.

Preferred Qualifications
  • Preference provided to individuals who have previous experience in quality improvement, ombudsman, supervisory positions, and/or had worked in a prison or jail settings.
  •  Masters Degree in health related field (Nursing, Social Work, Psychology, Health Care Administration) and/or licensed healthcare or mental health professional such as a Registered Nurse (RN), and Licensed Social Worker (LSW) in the State of New Jersey preferred.

Immunization Requirements


Under Policy 60.1.35 Immunization Policy for Rutgers Employees and Prospective Employees , Rutgers University requires all prospective employees to provide proof that they are vaccinated against COVID-19 prior to commencement of employment, unless the University has granted the individual a medical or religious exemption.
