    Position description

    The Energy and Resources Group at the University of California, Berkeley seeks applications for a Postdoctoral Scholar in the Renewable and Appropriate Energy Laboratory, in the area of Urban Planning Data Science.

    The Postdoctoral Scholar (Postdoc) will create, manage, analyze and visualize a new statewide greenhouse gas database and climate action planning tool for California cities and counties. The project, “Climate Action Planning Tools: Empowering Equitable Transitions for California Communities,” is a Climate Action Seed grant selected by the University of California Office of the President (UCOP) with funding from the California state legislature.

    The primary goal of the project is to streamline the development of greenhouse gas inventories, mitigation scenario planning and other relevant social, economic and environmental indicators for California local governments. Rather than each city and county individually collecting data and conducting quantitative analysis, this project will centralize these activities, saving local governments millions of dollars annually in planning costs, and shifting scarce local resources into implementation of equitable climate policies and programs. The project will be particularly useful for small cities and marginalized communities with fewer resources.

    % FTE Duties
    20% Create and manage a secure database, incorporating data from electric and natural gas utilities, transportation models, waste management authorities, industry, agriculture, US Census, weather, energy prices, and a range of social and environmental indicators.
    10% Work with data providers and Berkeley Information Security Office to ensure data are created, stored, used, and destroyed in accordance with University policies.
    10% Develop and run machine learning models to predict consumption patterns and related emissions from households, businesses and governments throughout California at fine spatial resolution (block groups, tracts, zip codes, etc.).
    10% Use geographic information systems (GIS) to parse data across city boundaries using different modeling techniques.
    10% Write code to model the greenhouse gas reduction potential, including first and second order effects (e.g., rebound), of a range of state and local policies.
    10% Work with software developers to integrate data and algorithms into a sophisticated online planning tool.
    10% Help train and supervise undergraduate and graduate students in data science fundamentals so that they may participate actively in the development of the project.
    10% Analyze results for publications, presentations, and proposals.
    5% Manage requests from local governments for custom data queries and reports.

    Qualifications
    Basic qualifications (required at time of application)

    PhD (or equivalent international degree) or enrolled in a PhD (or equivalent international degree) program


    Additional qualifications (required at time of start)

    PhD (or equivalent international degree) required by the appointment start date. The candidate should have no more than three years of post-degree research experience by start date.


    Preferred qualifications

    • PhD in Environmental Science, Engineering, Data Science, Public Policy or a related field.
    • Strong coding skills in relevant languages: Python, R, PostgreSQL or MySQL, Javascript, HTML/CSS, Git, ArcGIS (or equivalent).
    • Advanced skills in data analysis, including machine learning using econometrics and advanced statistical techniques.
    • Excellent written, verbal, and interpersonal communication
    • Strong skills in analyzing, researching, and synthesizing large amounts of data for preparing sound and relevant proposals/analyses.
    • Strong policy analysis techniques.
    • Knowledge and appreciation of the equity implications of climate policy on low income households and other marginalized groups
