The Earth Section of the Scripps Institution of Oceanography encompasses research in the Cecil H. & Ida M. Green Institute of Geophysics and Planetary Physics (IGPP) and the Geosciences Research Division (GRD). Research in IGPP spans a broad range of topics in geophysics including seismology, geodynamics, geodesy and crustal deformation, geomorphology, planetary physics, geomagnetism and paleomagnetism, oceanography and electrical methods. The Cecil and Ida Green IGPP is recognized internationally as an outstanding research and teaching institution in geophysics with focus on maintaining modern infrastructure for conducting research including buildings, computer networks, computing mass storage, seagoing instrumentation, communications and global observatories. Research in GRD embraces atmospheric, marine and solid earth chemistry, cosmochemistry, paleoceanography and paleoclimate, stratigraphy, geobiology and paleoecology, hydrogeology, global and regional tectonics, and paleomagnetism.

IGPP has 45 academics in various titles (Professor, Professor-in-Residence, Research Scientist, Project Scientist and Specialist), several Research Associates/Visiting Scholars, 10 Postdoctoral Scholars, 30 graduate students and 80 staff. The Institute has approximately $22 million in annual federal, state and private allocations and $27 million in expenditures. It occupies 55,000 square feet of space including instructional and research support space, administrative offices and research labs. IGPP has 4 recharge facilities providing services to UCSD and the geophysics community. IGPP manages the operations of the Cecil H. and Ida M. Green Foundation for Earth Sciences and its endowment under the direction of the Board of Directors. The foundation provides funding for postdoctoral fellowships, seed money for new research, support for visiting scholars and cost-sharing funds.

GRD is home to 38 academics in various titles (Professor, Research Professor, Research Scientist, Project Scientist and Specialist), 10 Research Associates and Visiting Scholars, 10 Postdoctoral Scholars, 45 graduate students and 45 staff. GRD expends approximately $10 million annually in federal, state and private funds. The Division occupies over 65,000 square feet of space including research support space, research labs, geological collections space and administrative offices.

In collaboration with the Chief Administrative Officer (CAO), the Earth Section Financial Manager develops, coordinates, implements and evaluates Business Office operations to ensure performance consistent with the goals and objectives of the Department. The Earth Section Financial Manager develops, coordinates, implements and evaluates business operations ensuring financial and administrative controls and performance for annual funding.

The Financial Manager uses advanced professional financial concepts as a seasoned, experienced professional to provide guidance to all levels of the organization, utilizing specialized fiscal expertise to help resolve highly complex issues, navigate organizational change, and facilitate campus financial challenges.

Serve a crucial role as Financial Manager, overseeing fiscal activity for the Earth Section. Perform as Campus Systems Expert, working with high level campus administrators such as Vice Chancellors, Directors, other Campus Experts, and CAOs, providing expertise, guidance, feedback, and providing innovative solutions to a wide variety of fiscal issues. Works under general direction of the CAO. Serves as a principal fiscal advisor to CAO, Division Directors, Section Head, Researchers and Staff, and to other fiscal staff throughout all levels of the UCSD organization. Act in place of CAO during CAO absences.

The Financial Manager has primary responsibility for the design, implementation, and monitoring of the budget for the Earth Section. The Financial Manager performs comprehensive financial management on a multitude of funds (sponsored, core, discretionary and other) in a complex budget environment. The budget environment is complex due to funding coming from a variety of sources and including Core funds, sponsored projects, endowment funds, funding agreements, Foundation funds and self supporting funds. Independently perform complex budgetary and financial analytical studies of campus and systemwide policies, state legislation and special initiatives related to the Earth Section.

Provide strategic recommendations for the development, interpretation and implementation of policies, procedures and mechanisms to ensure financial, accountability and fiduciary responsibilities. Serve as resource management expert and provide strategic advice on staffing, budgetary and financial matters.

Serve as contact to the VCMS Director's Office for responses to systemwide requests, resolution of budget and/or financial issues, and exchange of budget information.   • Degree in financial management, business, or related discipline, or equivalent combination of education and experience.

  • Advanced knowledge of generally accepted accounting, fiscal and reporting principles. Strong fiscal/accounting skills. Advanced knowledge of finance, general accounting practices, business management, fund accounting, audit trails and use of cost centers. Demonstrated ability to interpret policy for others.

  • Experience performing highly complex financial analysis and customized reporting. Demonstrated skill to analyze large quantities of financial data, extract pertinent data, compile financial models, analyze and present data effectively, and experience preparing accurate financial reports in various forms.

  • Demonstrated experience to supervise effectively. Skills and knowledge of personnel practices and policies, i.e., affirmative action, interviewing, selection process, supervision, benefits, corrective action, evaluation, discipline, etc. Demonstrated experience and skill to routinely monitor production and quality of work being produced by staff, to assess staff capabilities and workloads and redistribute when necessary, and to teach/train staff in all aspects of job duties/responsibilities.

  • Advanced ability to effectively present complex finance related information both verbally and in writing in a clear and concise manner.

  • In depth ability to use multiple spreadsheet and database software tools to gather information for specialized, complex financial analysis, fiscal management, and financial reports.

  • Strong interpersonal skills at all levels within the organization; advanced service orientation and critical thinking skills; and attention to detail. In depth ability to use organizational skills to multi-task in a high volume environment. Demonstrated ability to interact and communicate professionally with all levels of academic, administrative and staff personnel. Demonstrated ability to handle confidential matters with discretion and good judgment.   • Demonstrated ability to independently advise and work with staff in other campus units including Disbursements, Travel, Extramural Funds, Business Contracts, General Accounting, Risk Management, Contracts and Grants, Purchasing, and PI's in other units.

  • Advanced knowledge and understanding of internal control practices and their impact on protecting University resources. Maintains knowledge of and ability to interpret and apply sponsor, institutional and departmental policies. Demonstrated knowledge of current compliance regulations in all areas of research administration.

  • Extensive knowledge of program administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment. Strong knowledge of and the demonstrated ability to interpret OMB 110 and 133, circulars A-21, and other federal regulations governing contracts and grants. Knowledge of the guidelines for the following agencies: ONR, NSF, NASA, NOAA, MMS, IAI, DWD, USGS, etc.

  • Experience in reconciling accounting balances with ledger. Knowledge of external PO's, guard invoices, and differential income. In-depth knowledge of recharge activity policies and procedures. Demonstrated ability to develop recharge proposal using cost accounting practices. Demonstrated ability to administer income producing activities..

PREFERRED

  • Strong knowledge in and experience with UC financial systems including ESR, Cognos, Oracle, etc.

  • Knowledge of inventory and disposal of UC property. Skill to use on-line EAMS system. Understanding of UC Insurance programs to avoid losses to PI's and department.

Pay Transparency Act

Annual Full Pay Range: $71,000 - $160,000 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $34.00 - $76.63

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
