SUMMARY OF POSITION: The Chief Programs Officer serves as an empowered senior executive responsible for providing management leadership and support for programs and services by Jewish Community Services of South Florida. The CPO is responsible for leadership, guidance, and oversight of clinical and program operations to ensure a single, high standard of quality care is provided to all clients, and that the delivery of program services complies with all certifications, licensing, and accreditation, contractual, legal and funding requirements.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Responsibilities include the following, and other duties may be assigned:

  • Uses strategic and analytical business skills to facilitate executive management oversight of existing programs, including use of performance indicators and monitoring the use of resources in the best interest of the agency. Ability to use metrics and analyze data to inform decision making, and alignment with agency goals and business strategy. Advises CEO on opportunities for growth and/or streamlining to ensure sustainability and is responsible for assessing scale of programs on an ongoing basis to ensure adequate capacity.
  • Analyzes existing business process and recommends improvements using design thinking and lean management principles. Works collaboratively with the CEO, the Chief Administrative Officers (CAO) and senior management team to improve and diversify the agency's revenue streams. This includes providing direction to ensure strategic alignment and sustainability of programs to the core mission of the agency.
  • Serves as the organization's executive charged with ensuring all programs and services are managed consistent with best practices and legal requirements, and in compliance with high professional standards of client care and case management practices. These responsibilities include oversight of adherence to accreditation standards, as well as regulatory, contractual, financial or statutory requirements governing programs and services.
  • Works collaboratively with the CAO to assure the development of annual program evaluations, budgets and performance metrics for each program, including recommendations for improvement or adjustments consistent with the mission of the agency and the strategic vision established by the CEO.
  • Continually works to enhance the effectiveness, sustainability, capacity, and performance of staff and program services to maximize employee engagement and positive results. The position is responsible for ensuring that programs are operating within established budgets and meet or exceed established performance measures.
  • Consults with the CEO on matters that may positively or adversely impact internal and external stakeholders or the agency and recommends potential solutions.
  • Develops positive and effective collegial working relationships with community stakeholders for the benefit of the agency, its staff, and programs through community networking and personal contact with agency representatives and funding sources. Provides leadership, direction, and management guidance in conducting executive-level program management functions of the agency's core service/clinical programs. Participates in appropriate professional organizations vetted with the CEO on behalf of JCS.
  • Provides leadership, oversight, and guidance to senior managers responsible for programs to ensure goals and objectives are met and high-quality services are provided with utmost attention to best practices, high ethical standards and professionalism.
  • Oversees the development, analysis, and reporting of statistical and program data for all service programs.
  • Establishes effective working relationships with the management team and staff in seeking ways to increase efficiencies in operations through use of technology and change management tools.
  • Drafts and reviews documents and reports on behalf of the CEO and the agency requiring a comprehensive understanding of programmatic, fiscal and corporate understanding and culturally-focused community issues and needs.
  • Supports program and clinical management teams in the development and monitoring of annual program budgets. Accountable for ensuring resources are used consistent with established requirements in the best interest of the agency and its clients. Oversees agency wide compliance in accordance with approved budgets, programmatic and financial contractual requirements, and accreditation standards.
  • Exercises sound business judgement and consistently demonstrates the ability to listen, assess and strategize with the team members and stakeholders at micro and macro levels.
  • Works in close collaboration with members of the leadership team to ensure the sound design and execution of JCS's strategic plan and priorities, and provides internal leadership and clarity around key deliverables and timelines.
  • Assists the CEO with Board related activities including onboarding, briefing, presentations, strategy, and other related duties as required.
  • Carries out supervisory responsibilities in accordance with the agency's policies and applicable laws; responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
  • Effectively manages multiple projects with competing deadlines, and ensures managers and staff prioritize deliverables and project plans with utmost attention to quality and timeliness. In the absence of the CEO, acts as her/his designee in conducting business and decision making in the best interest of the agency and consistent with the parameters set forth by the CEO.

Minimum Qualifications:

  • Bachelor's Degree in Social Sciences; Public, Business or Non-Profit Administration, Management, Education; or related field, required.
  • Master's Degree in Human/Social Services Administration, Business Administration, Public Administration, Educational Leadership, Non-Profit Management, or related field is preferred.
  • At least eight (8) years of senior management experience, to include direct supervision of management staff in a non-profit, governmental or business organization, required
  • Professional clinical behavioral health licensure, required.
  • Previous experience in change management, clinical supervision protocols, and quality improvement, highly desired.
  • Knowledge of clinical behavioral health practices, as well as legal and regulatory environment governing non-profit agency service providers and standards of care, required.
  • Understanding of professional business management practices.
  • Knowledge of standards set by local, state, federal, and other regulatory agencies.
  • Ability to navigate governmental, funder, and foundation relationships and contractual requirements.
  • Familiarity with government, business and/or non-profit management standards of client care.
  • Excellent written and verbal communication skills to convey clear, timely, accurate and consistent information and clear presentations to staff at all levels in the organization and to diverse groups within the community. This includes editing and proofreading marketing materials, audit reports and a broad array of regulatory, legal and contractual documents.
  • Outstanding interpersonal, mediation and listening skills are required.
  • Practical knowledge of use of IT business tools, applications and software. Experience in implementation and use of electronic health record.
  • Experienced in leading diverse work teams, fostering an inclusive business environment, and working with professional and support staff to implement ongoing organization-wide strategies for staff engagement and program excellence.
  • Skilled in developing and strengthening engagement strategies with existing and new community partners, and partnering with executive and senior management team members in leadership and stewardship of the agency.
  • Experienced in preparation for, and response to, audits, accreditation and reporting requirements, and coordinating activities related to all program and services areas.
  • Knowledge of legal aspects of managing an organization, contracting, as well as the ability to analyze data and use metrics to inform programmatic performance improvement and management.
  • Knowledge of regulatory and auditing principles set by local, state, federal and other regulatory agencies is highly desired.
  • Proven analytical, organizational, decision making, problem solving and leadership abilities.
  • Track record of success in coaching and mentoring professionals and support staff.
  • Proven ability to combine macro strategic policy and planning skills with attention to detail, procedures, and processes, and other tactical concerns.
  • Familiarity with ethical business practices and laws, and commitment to a high standard of professional ethics.
  • Experience in effectively leading teams and managing performance/outcome-based programs.
