Purposeful Work

The Alliance is an award-winning regional non-profit health plan, established in 1996, with over 25 years of successful operation. Using the State's County Organized Health System (COHS) model, we currently serve over 425,000 members in Santa Cruz, Monterey and Merced counties, with planned expansion into Mariposa and San Benito counties in 2024. We work in partnership with our contracted providers to promote prevention, early detection and effective treatment, and improve access to quality health care for those we serve. This results in the delivery of innovative community-based health care services, better medical outcomes and cost savings. The Alliance is governed with local representation from each county on our Board of Commissioners.

Leadership With

Reporting to our CEO, Michael Schrader, the Alliance's CHEO will be part of the executive leadership team, working closely with our other Division Chiefs. Meet our Board of Commissioners and get to know our Executive Management team.

 

 

About the Role

As our first Chief Health Equity Officer, you will provide executive management and leadership of contractual and Alliance Strategic Plan Diversity, Equity, Inclusion and Belonging (DEIB) external efforts. You'll oversee the DEIB Training Program and participate in strategic planning and goal setting for the Alliance. As the first leader to step into this role, you'll have the unique opportunity to establish the Alliance's health equity and population health framework and help us define, implement, and evaluate strategies to reduce disparities in clinical care and quality outcomes. You'll help ensure that our programs and practices align with state, federal, and relevant accreditation requirements.

We are excited to engage in this work and are looking for a collaborative leader who is passionate and strategic about addressing root causes of health inequities, such as systemic racism, social drivers of health, and infrastructure barriers. You'll partner with our leadership and our network of providers to take programs from concept design to on the ground action. While this role currently has no direct reports, it will work across the organization to design and implement the DEIB training program, ensuring that all required internal and external entities receive training and that the training materials to ensure the content up to date with current standards of practice, evidence-based, and includes best practices for serving members and potential members.

Qualifications

We'll be looking to you as an expert to lead this new body of work for us, and to do this we are looking for someone with:

  • Thorough knowledge of the complex practices, issues and theoretical principles related to DEIB
  • Thorough knowledge of contemporary DEIB and multiculturalism concepts and issues within the healthcare field
  • Thorough knowledge of principles and practices related to developing and implementing health improvement strategies to address social determinants of health
  • Some knowledge of Medi-Cal, Medicaid, Medicare, entitlement programs, and related regulations
  • Some knowledge of NCQA standards, Quality Improvement studies, and HEDIS reporting
  • Ability to act as an internal resource and consultant, working collaboratively with multiple stakeholders in a politically sensitive context complicated by competing perspectives and interests

We recognize that the knowledge of these areas could come from a variety of experience, and we would consider one of the following combinations of education and experience, or an equivalent combination of education and experience may be qualifying.

  • Master's of Public Health and a minimum of ten years of medical program administration experience, at the executive or management level, which included responsibility for implementing health improvement strategies to address social determinants of health.
  • Current and unrestricted license as a Registered Nurse issued by the state of California, a Bachelor's degree in Nursing or a closely related field, and a minimum of twelve years of medical program administration experience, at the executive or management level, which included responsibility for implementing health improvement strategies to address social determinants of health.
  • Current and unrestricted license as a Licensed Clinical Social Worker issued by the state of California, a Master's degree in Social Work, and a minimum of ten years of medical program administration experience, at the executive or management level, which included responsibility for implementing health improvement strategies to address social determinants of health.

 


Merced pay range

$262,683.49—$420,305.60 USD

Scotts Valley pay range

$262,683.49—$420,305.60 USD

Salinas pay range

$262,683.49—$420,305.60 USD

Additionally, all positions at the Alliance are required to meet these minimum qualifications.
