Job description

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan. Under general supervision of the Staff Services Manager (SSM) I, the Staff Services Analyst, individually or as a part of team, performs health facility surveys and investigations of average complexity to determine the health care facilities’ compliance with State and federal licensing and certification requirements for the Life Safety Code Section (LSC), Licensing and Certification, Department of Public Health. The incumbent evaluates and inspects fire alarm, automatic sprinkler, and emergency power systems and the physical structure, operation, construction and environmental conditions of the health facility, to determine compliance with the National Fire Protection Association (NFPA) codes, and other State and Federal codes required for participation in the Medicare and Medi-Cal programs. The incumbent communicates, and interacts with facility staff during the survey process and prepares comprehensive written reports of survey findings including conclusions and recommendations for supervisor review. As directed, incumbent prepares statement of deficiencies (citations). 85% Travel is required.

The incumbent works under the supervision of the Staff Services Manager I (SSM I).

A hybrid telework schedule may be available for this position, in accordance with CDPH’s Telework Policy and Procedures.

Duty Statement:

Individually or as part of a team, travels to and conducts routine to average complexity surveys of healthcare facilities to determine compliance with State licensing and federal certification requirements, concerning the physical structure, operation, construction and environmental conditions of the facility. Conducts and documents standard interviews of healthcare facilities’ residents, staff, and other relevant personnel. Fully document all evidence relating to non-compliance, including scope and severity, for legal actions. Applies Division 5, Title 22 of the California Administrative Code, Title 42 of the Code of Federal Regulations for certification in the Medicare and/or Medi-Cal Programs, and other applicable laws, rules, and regulations to make a determination of a healthcare facilities’ compliance with State and federal licensing and certification requirements based on survey findings and observations. Prepares written comprehensive narrative reports of findings including conclusions and recommendations for review by SSM I or lead analyst. Prepare basic written statements of deficiencies (citations) as directed. Facilitate exit conferences with health care facilities administrators to provide a briefing on preliminary findings.
