Jewish Family Service is seeking an Economic Empowerment Program Manager to join our Refugee and Immigrant Services (RIS) team. This full-time (37.5 hours per week) position maximizes client opportunities for economic inclusion and empowerment. The Program Manager supervises a team of 10 and leads the department’s work in community workforce and career pathway development, financial stability and asset-building services, and other poverty intervention strategies. As part of the RIS Management Team, the Program Manager ensures that core department programs are coordinated to enhance the well-being of our clients and improve their economic and career outcomes. This role is fully onsite and based out of our Kent location.

ESSENTIAL DUTIES AND RESPONSIBILITES:

· Leads the development, implementation, management, reporting and evaluation of economic inclusion programming including: conducting needs assessments; securing and maintaining programmatic funding; ensuring contract compliance; and monitoring service quality and effectiveness to meet the objective of increasing the employment outcomes, financial knowledge assets of refugees and immigrant populations.

· Provides trauma-informed support to a diverse team of direct service staff, including providing direct supervision, developing and implementing professional development and staff training plans, and ensuring collaboration and coordination within and across teams.

· Create and maintain workforce development partnerships around the Puget Sound to facilitate skills development and to help refugees and immigrants on a pathway to new and sustainable careers.

· Build the capacity of financial education programming to ensure clients understand how to access financial information, connect to safe and affordable financial products and services, build savings, and protect themselves in the financial marketplace.

· Develop and maintain knowledge on successful and innovative programs and policies related to workforce and career pathway development; poverty intervention strategies; financial literacy and other services that enable families to move towards long-term financial wellness.

· Serves as liaison with government contractors, community partners, employers and other stakeholders for economic inclusion programs, and on issues related to refugee and immigrant economic self-sufficiency.

· Provides direct service and/or case management to clients as needed.

· Performs other duties as assigned.

QUALIFICATIONS:

· Bachelor’s degree in related field.

· A minimum of five years of direct service work experience with refugee and immigrant populations, with focus in economic development, employment, and/or integration programs.

· A minimum of three years of experience in supervising a diverse team.

· Experience in successfully administering state and/or federal government contracts.

· Knowledge of successful and innovative programs and policies related to financial opportunity in the U.S., workforce development and building sustainable futures, and topics related to financial well-being and asset-building.

· Highly organized, detail oriented, creative self-starter with ability to meet strict deadlines and carry out all functions of multi-faceted programs.

· Strong cultural competency and cross-cultural communication skills.

· Excellent analytical and research skills, with ability to develop quality and effective proposals, reports, memos and public presentations as requested.

· Valid Washington State driver’s license, insurance and reliable access to personal vehicle

SALARY AND BENEFITS:

· The pay range for this position is $74,151 to $90,629 per year.

· $2,000 signing bonus.
