EPA Office/Lab and Location: A research opportunity is available with the Environmental Protection Agency (EPA), Region 3 within the Water Division, Clean Water Branch, Permits Section located in Philadelphia, Pennsylvania. The Water Division protects and restores water quality and ensures safe drinking water to safeguard human health and the environment. The Permits Section is responsible for implementing the National Pollutant Discharge Elimination System (NPDES) permitting program in Region 3, including direct implementation in Washington D.C., and oversight of state programs. Research Project: This research project is for the Region 3 Municipal Separate Storm Sewer System (MS4) program to advance permit compliance by identifying opportunities for and improvement of stakeholder engagement, public education & outreach, and integrated planning. Additionally, to find opportunities to improve storm-water management and analyze best management practices to achieve nutrient reductions with a focus on regional integrated planning efforts. Under the guidance of a mentor, the selected participant will be involved in the following research activities: Research MS4 public outreach and education communications strategies for each Region 3 jurisdiction and provide the results. Research NPDES program regulations and state programs for stormwater management and permitting to identify opportunities to improve NPDES permits and regulatory compliance and to integrate green infrastructure planning into communities; Research stormwater management plans to determine the effectiveness in meeting Chesapeake Bay Total Maximum Daily Load (TMDL) and local TMDL requirements; Survey and evaluate conventional Best Management Practices (BMPs) and green technology used to manage stormwater; Research small communities in the Chesapeake Bay and make recommendations of communities that would benefit from assistance with the Chesapeake Bay TMDL requirements; Research areas of potential innovation for communities for regulatory requirements, control technologies, and best practices in program implementation; Conduct a literature search and evaluate state program guidance manuals for stormwater program implementation to highlight best practices that can be shared Regionally. Research the characteristics of effective communication for stakeholders regarding NPDES permit requirements. Learning Objectives: The participant will gain knowledge of numerous regulatory programs related to the Clean Water Act (non-point source, point source, source water protection, NPDES, TMDL, Chesapeake Bay, State Revolving Loan Fund Program, etc.) and gain exposure to federal, state, and local partners. Through this internship opportunity the participant will gain exposure to multiple regulatory and cutting-edge issues and how they are dealt with from EPA’s perspective. In addition, the participant will have the opportunity to engage and learn skills and perspectives from others in both public and private research. Finally, this opportunity will allow the participant to gain technical, communication (both written and verbal), and organizational skills. Appointment Length: The appointment may initially be for one year and may be renewed upon EPA recommendation and subject to availability of funding. Level of Participation: The appointment is full-time. The expectation is for the participant to be physically in the Philadelphia office 2 days/week. Participant Stipend: The participant will receive a monthly stipend commensurate with educational level and experience. The current stipend for this opportunity is $51,241/yr, or $4,270/month. EPA Security Clearance: Completion of a successful background investigation by the Office of Personnel Management (OPM) is required for an applicant to be on-boarded at EPA. ORISE Information: This program, administered by ORAU through its contract with the U.S. Department of Energy (DOE) to manage the Oak Ridge Institute for Science and Education (ORISE), was established through an interagency agreement between DOE and EPA. Participants do not become employees of EPA, DOE or the program administrator, and there are no employment-related benefits. Proof of health insurance is required for participation in this program. Health insurance can be obtained through ORISE. ORISE offers all ORISE EPA graduate students and Postdocs a free 5 year membership to the National Postdoctoral Association (NPA). The successful applicant(s) will be required to comply with Environmental, Safety and Health (ES&H) requirements of the hosting facility, including but not limited to, COVID-19 requirements (e.g. facial covering, physical distancing, testing, vaccination). Qualifications
The qualified candidate should have received a bachelor's degree in one of the relevant fields, or be currently pursuing the degree with completion before June 30, 2023. Degree must have been received within five years of the appointment start date.
