About the Department

The Edward P. Fitts Department of Industrial and Systems Engineering (ISE) at North Carolina State University is the first endowed academic department in the entire University of North Carolina System and is one of eleven departments within the College of Engineering at NC State. The primary purpose of the department is to provide a sound fundamental education to undergraduate and graduate students (both Masters and Doctoral) and to conduct basic and applied research in emerging areas of industrial and systems engineering. The department also administratively supports the interdisciplinary graduate programs in Operations Research (OR) and Integrated Manufacturing Systems Engineering Institute (IMSEI). The department also is heavily involved in outreach activities to industry and plays a vital role in fulfilling the missions of the College of Engineering and the University. Two centers within the department, the CAMAL and Ergonomics Center of North Carolina (Ergo Center). The department has a global reach, providing special courses for international universities, exchanging students and faculty internationally, and participating in international conferences. ISE also participates with the state in economic development and nationally/internationally in leading the profession.

Essential Job Duties

The primary purpose and function of the Contracts & Grants Manager position is to administer and manage all contract and grant accounts together with major centers’ receipt accounts and to ensure the correctness and timeliness of all pre-award processes, such as proposals, for the department and major centers, such as the Ergonomics Center, the CAMAL, and Integrated Manufacturing Systems Engineering Institute. It handles all research administration-related matters starting from preparing a proposed budget to the closing of the account successfully and on time while ensuring proper processes for management including release time, summer salary, cost sharing, and prior approvals. The position serves as the liaison with increased internal and external constituencies. The position manages all HR functions regarding sponsored research. This position also serves as a backup to other positions when the office is short-staffed or during times of extreme overload and helps with all other duties assigned by the supervisor.

The Contracts & Grants Manager position duties include:
  • Serve as the primary research administration contact for the Industrial and Systems Engineering Department.
  • Independently manage both the Pre-Award and Post-Award functions for the department. Knowledge of applicable Federal Regulations (2CFR 200-Uniform Guidance), Agency General and Specific Regulations, State of NC Regulations, and NCSU regulations, policies, and procedures is required. Interprets and analyzes guidelines, rules, regulations, policies, and procedures relating to sponsored research. Knowledge of all internal business systems is required (PINS, ePAR, PeopleSoft HR and Financial.
  • Act as the “driver” for the proposal submission process. Contact faculty to determine who will be submitting proposals. Review the requirements from the external sponsor and assist faculty with budget development. Prepare detailed cost proposals as required by Federal Sponsors (DARPA, NIST, NIH, NSF, DOE, NCDOT, NAMII). Assist faculty with submissions for internal solicitations. Work with the Department Head and Business Officer regarding requests for cost sharing. Create the PINS record for faculty. Assist with entering proposals into agency electronic systems. Work closely with the College of Engineering Office of Research Administration during the submission of a proposal. Remind faculty of the COE business process for submitting proposals. Provide training and assistance to faculty who are new to NC State and the Industrial and Systems Engineering Department.
  • Meet with faculty and Department Heads throughout the year to assure that they are receiving good customer service. Determine if additional services should be offered (maintaining Current and Pending forms, Bio-sketches, Equipment and Facilities information, and funding opportunities).
  • Maintain all records for academic year release time and summer salary. Manages current database to monitor PI effort (both paid and documented through the TEARS system). Maintain records for Graduate Research Assistants paid on departmental sponsored research projects.
  • Meet and work with departmental, College of Engineering, and University Offices as needed while performing daily duties. Attend RSC, Q&A, and National meetings to keep current on policies and business practices.

Minimum Education and Experience

Entry-level with Masters
Bachelor’s degree with 0-2 yrs of relevant experience
All degrees must be received from appropriately accredited institutions.

Other Required Qualifications

  • Ability to interpret and apply complete Federal and State fiscal regulations to analyze and correct accounting and financial problems and errors; ability to make changes in the accounting system and procedures; ability to establish effective working relationships with business and program personnel; ability to plan and supervise the work of other accounting personnel.
  • Thorough knowledge of accounting principles and practices including knowledge of budgetary planning, developing, and control; understanding of audit requirements and a thorough knowledge of government accounting methods and procedures and financial practices.
  • Good written and verbal communication skills, organizational and problem-solving skills, and experience using the Internet.
  • Must be knowledgeable with Campus policy and procedures and be willing to work independently.
  • Experience with contracts and grants management.
  • Knowledgeable in the rules, regulations, and policies of contracts and grants management.
  • Strong communication and organizational skills.
  • Experience with several of the following systems/tools: MS Excel, PINS, RADAR, PeopleSoft Financials, PeopleSoft HR, Grants.gov, Fastlane, NIH Assist, or comparable systems/tools.

Preferred Qualifications

  • Pre- and post-award experience (at least 2-4 years).
  • Knowledge of Federal, State, and University accounting rules and regulations.
  • Bachelor’s degree in Accounting or equivalent combination of training and experience.
