POSITION OVERVIEW

Baltimore’s Promise is seeking its inaugural Senior Director, Finance and Operations to provide strategic direction around budgets and revenue generation, oversee the finance/accounting operations of the organization, and ensure compliance with state and federal grants. The Senior Director, Finance and Operations is responsible for enforcing financial and internal controls, continuously improving processes for greater efficiency, and managing risk, tax compliance, budgeting, banking, and audits. Baltimore’s Promise will be transitioning from a fiscally sponsored organization to an independent 501(c)3 and this position will be responsible for managing the financial transition, including building the internal infrastructure. The Senior Director, Finance and Operations will also oversee the management of accounts payable and accounts receivable, payroll, human resources, and IT. This position will work collaboratively with the team, senior leaders, and partners to ensure compliance with GAAP standards and state, local, and federal laws. The Senior Director, Finance and Operations will manage the finance and operations manager and report to the President and CEO. This position will also interact with the Board of Directors and serve as a liaison to the board’s Finance Committee.

SENIOR DIRECTOR, FINANCE AND OPERATIONS DUTIES AND RESPONSIBILITIES

Finance and Compliance

  • Serve as point of contact and provide oversight of the organization’s fiscal agent/fiscal sponsor.
  • Manage the transition to an independent 501(c)3, including building internal systems and infrastructure.
  • Lead the annual budget development process, monitor expenditures and variances, and proactively update income and expense projections.
  • Set up and manage people and systems to ensure adherence to restricted grant budgets, including periodic updates on budget variance and preparation of budget modification documents;
  • Manage compliance with City, State, and Federal requirements.
  • Oversee and coordinate financial audits and 990 tax return preparation.
  • Enforce internal controls to reduce risk and maximize the protection of assets.
  • Manage the annual audit process and serve as the primary liaison with the audit firm.
  • Prepare monthly and ad hoc financial reports for the Executive Director and the Board of Directors.
  • Staff the Board of Directors Finance Committee, including preparing meeting materials and coordinating with Baltimore’s Promise president and general counsel to identify emergent issues requiring Board discussion.

Grants Management

  • Manage grant and donor receivables and reports.
  • Prepare, and manage sub-contracts and sub-grant awards, including training of sub-grantees to ensure compliance with federal grant requirements.

Operations and Administration

  • Manage the team responsible for human resources, IT, and physical facilities and support the professional development of direct reports (staff).
  • Develop and manage document retention policies and manage the disposal of records.
  • Manage organizational insurance policies.
  • Establish risk assessment and emergency planning policies and procedures. Ensure emergency and security policies and procedures are understood and followed, including cyber-security procedures.

In addition to the aforementioned responsibilities, all Baltimore’s Promise staff are expected to seek out and take advantage of opportunities that our partners and our community provide for us to learn, connect, and show up to support values-aligned efforts in Baltimore. In particular, the staff is encouraged to be in spaces that are focused on Black, Indigenous, and People of Color (BIPOC) youth and young adults and stakeholders who directly relate to your portfolio of work and professional network.

QUALIFICATIONS (KNOWLEDGE, SKILLS, ABILITIES, AND OTHER CHARACTERISTICS)

The ideal candidate will be a seasoned professional with experience in fiscal strategy and accounting, human resource law and best practices, and IT/operations with a passion for the non-profit sector. Strong candidates will also have experience managing federal grants and be comfortable working in a start-up environment and/or creating systems, workflows, policies, and procedures. Priority consideration will be given to candidates with the following:

  • Eight to 10 years of applicable experience.
  • At least two years of supervisory experience leading or managing a team.
  • Proven experience in nonprofit financial management with public funds.
  • Extensive knowledge of non-profit accounting principles, procedures, and standards, including a strong understanding of 501(c)3 accounting rules, 990s, annual audits, federal audits, and other non-profit-related accounting best practices.
  • Working knowledge of national and local tax regulations and compliance reporting.
  • Ability to develop financial models, projections, and analyses.
  • Experience with finance systems integration and developing/maintaining project tracking tools.
  • Experience in budgeting, forecasting, and monthly close process.
  • Exemplary history of financial project management.
  • Payroll management history.

Race Equity and Inclusion Statement

COMPENSATION AND BENEFITS

This position is classified as non-exempt and is eligible for overtime compensation in accordance with the policies set forth by Baltimore’s Promise in accordance with the Fair Labor Standards Act (FLSA). The annualized compensation for this position is $115,500. Please note that this compensation is firm. Baltimore’s Promise compensation ranges are determined by the responsibilities and level of authority required by each position as opposed to individual candidates’ qualifications or pedigree. This is an intentional attempt to mitigate pay inequities that are in part driven by systemic and implicit racism and gender bias impacting career trajectories and negotiation. However, to honor individual candidates’ unique experiences and assets, this position is eligible for a one-time hiring bonus.

Baltimore’s Promise provides a hybrid working environment that gives staff the flexibility to work remotely when not required for in-person meetings or tasks.

TRAVEL

In normal circumstances, travel around Baltimore City for external meetings or convenings would be a regular occurrence, but in general, very little travel outside of Baltimore City is required. During the COVID-19 pandemic, Baltimore’s Promise team currently works remotely. Out of an abundance of concern for the safety and well-being of its staff, Baltimore’s Promise prohibits staff from participating in in-person convenings or meetings in accordance with current public health guidance and best practices.
