ABOUT THE OFFICE OF INSTITUTIONAL RESEARCH & PLANNING:

The IRP Office serves as a centralized resource for collecting, organizing, analyzing and disseminating timely and accurate data to internal and external constituents for the purposes of compliance, institutional effectiveness, and data-driven decision-making. IRP is driven to deliver excellent customer service and to provide reporting that is unbiased and of the highest quality for informed decision-making.

Major functions/responsibilities:

  • IRP collects, compiles, analyzes, and reports official institutional data to ensure college compliance with most external reporting mandates.
  • IRP collects, compiles, analyzes, and disseminates to the campus community timely, accurate, applicable, and understandable data and information to support decision making, strategic and master planning, grant development, academic program review, and student success.
  • IRP facilitates administration of external and internal surveys designed to increase information about students beyond that which is collected through routine College business processes and stored in Banner.
  • IRP facilitates and supports academic and administrative assessment processes of the college.

GENERAL FUNCTIONS:

The Director will oversee the functions of Institutional Research and Planning.

Under the direction of the Vice President and Chief Information Officer (CIO), the Director will plan, organize, and manage operations and activities involved in the research, review, analysis, interpretation, and reporting of a variety of data and information used in assessing institutional effectiveness, assisting with College planning, accreditation, decision-making, program evaluation, student outcomes assessment, and determining implications of College practices, policies, and procedures.

The Director will develop, implement, and maintain systems to organize and report institutional data, ensuring the integrity of data analysis and reporting methodologies. The Director will coordinate, develop, and conduct surveys and studies in support of planning, institutional assessment, and program evaluation.

The Director will maintain current knowledge of laws, codes, regulations, and pending legislation related to institutional research, assessment, planning, and accreditation. The Director will continuously review and modify procedures, studies, and functions to assure compliance with changes in SUNY, State, and Federal requirements. In addition, the Director will supervise and evaluate the performance of assigned personnel; and review work to assure compliance with and employee understanding of internally- and externally imposed standards, requirements, and procedures.

The Director will provide guidance to college administrators, committees and other personnel concerning data standards and management, institutional planning and effectiveness, academic and administrative assessment, accreditation, and use of data in decision-making. The Director will respond to inquiries, work to resolve issues and conflicts, and provide detailed and technical information concerning related data, research, reports, measures, practices, and procedures.

SPECIFIC RESPONSIBILITIES:

A. Individual Responsibilities
1. Ensure that information about student retention, graduation, success, and any other relevant outcome measures required for assessment of programs and services are provided to appropriate faculty and staff.
2. To facilitate use of data in decision-making, provide training and support to college personnel on proper interpretation and use of data analyses and study findings. Publish reports as appropriate.
3. Oversee provision of desired and needed institutional research, planning, and assessment information to the College community and public at large through a web-based format.
4. Provide data needed to assist the College in strategic planning, accreditation, and administrative and academic assessment activities.
5. Assist in grant development and administration by ensuring that data needed to demonstrate effective evaluation strategies are provided in a timely manner.
6. Design and implement processes to meet ongoing changes in required reporting to SUNY, New York State Education Department, US Department of Education, and other external agencies.
7. Administer, analyze, and summarize results of surveys from external sources; allowing the College to fully participate in benchmarking activities.
8. Design, administer, analyze, and summarize results of surveys developed internally to supplement information collected through normal College business processes.
9. Lead or actively participate in campus committees, as well as regional, state, and national organizations as they related to the responsibilities of the position. These include:
a) Institutional Effectiveness Committee
b) Functional Area Review (FAR) Committee
c) Administrative Systems Data Integrity Committee (ASDI)
d) GCC College Reporting Committee
e) GCC Planning Committee
f) GCC Survey Committee
g) SUNY Association for Institutional Research & Planning Officers (AIRPO)
10. Serve as Genesee's IPEDS Keyholder for the US Department of Education.
11. Serve as Genesee's HEDS Coordinator for the New York State Department of Education.
12. Serve as Genesee 's SUNY Security Administrator for the SUNY Portal and Business Intelligence Data Warehouse.
13. Serve as the contact for select reports and surveys required by SUNY, New York State Education Department, US Department of Education, Middle States Commission on Higher Education, and other external agencies.
14. Serve as project manager for projects requiring IRP expertise. Plan, direct, prioritize, delegate tasks, and manage workflow to complete projects within scope and on time.
15. Interact with vendors and colleagues to evaluate product offerings, training programs, and technical service/general management practices; acquire technical assistance as required to perform duties efficiently and effectively.
16. Explore and establish new services and technologies for the college community as needed in consultation with the CIO, Computer Services leadership team, and related governance committees (e.g., VM infrastructure, backup technologies).

B. Managerial Responsibilities
1. Supervise, develop, and provide day-to-day direction to staff, including along with the CIO, annual performance reviews and updates of performance programs. Coordinate and oversee the supervision of the temporary service and work-study student employees. Hold regular staff meetings.
2. Actively participate in Computer Services strategic planning and assessment processes. Work with the Computer Services leadership team to strategically plan for technology in line with the mission and goals of the College. Develop plans for and manage the implementation of projects to accomplish Computer Services and College goals.
3. Attend Computer Services weekly leadership team meetings and represent Computer Services on campus committees as needed.
4. Keep departmental policies and procedures current and consistent with divisional practice and ensure staff follows departmental and College policies/procedures, including keeping hardware inventory, software inventory, key inventory, and electronic access (passwords) up to date.
5. Work constantly toward increasing the campus community awareness of Computer Services through NewsNotes articles, email, self-help documents, web pages, documentation, signage, etc. Track usage of services as appropriate.
6. Coordinate the maintenance of the Computer Services web pages to assure the pages stay current and provide the user community with robust information. Post, in a timely manner, to the status web page any scheduled changes and down times, outages and problems when appropriate.
7. Prepare and oversee an annual departmental budget. Propose year-end and one-time expenditures. Provide proposals and input for the college-wide budget and technology capital expenditures.
8. Contribute to the Computer Services Annual Report accomplishments and plans that relate to Computer Services goals.
9. Provide backup to the CIO during absences due to vacations, collaborate with departments and related entities that require servers and services to determine and meet their needs as required.

C. General Requirements and Teams
1. Contribute to the publication of technical and informational newsletters, electronic communications, bulletins, and Computer Services web pages where appropriate.
2. Contribute to instruction of training courses for campus computing users and staff where appropriate. Attend training seminars and business meetings to extend specialized skills for staff and project management as approved by the CIO.
3. Explore emerging technologies in computing and applications software through readings in professional journals and product. documentation.
4. All other duties as assigned.


Job Requirements:


EDUCATION:

A Bachelor's degree or Master's degree required (earned, research-based doctorate preferred) with substantial coursework in research design, evaluation methodologies, statistics, or computer programming.

EXPERIENCE:

A minimum of three years of experience (seven with a Bachelor's) in a research capacity in institutional research, assessment, or related area, preferably at a community college. Demonstrated ability to design and carry out research projects and manage data. Experience with state, federal, and other external agency reporting requirements necessary. Supervisory experience is preferred.

KNOWLEDGE, SKILLS & ABILITIES:

Strong written and oral communication skills required. The Director must possess excellent interpersonal skills and an ability to work productively with both people and information. This position demands a person who is detailed oriented and has strong organizational and computer skills. The Director must have extensive experience working with large datasets and demonstrate a high level of proficiency in the use of report writing tools (e.g., Microsoft Access, Power BI, Argos, OBIEE). The Director must have experience with SPSS or other statistical software programs. Experience with Ellucian Banner is preferred. The Director should understand trends and issues in higher education, particularly as they relate to community colleges, and be able to report research findings succinctly in understandable narrative, graphs, tables and/or charts.

They must be able to function independently, budget time, and successfully manage multiple responsibilities concurrently, bringing them to successful conclusions. The Director must demonstrate commitment and ability to work effectively with a diverse group of students, faculty, staff, and constituents in support of campus and department mission. Additional Information:


RELATIONSHIPS:

The Director of Institutional Research and Planning reports to the Vice President and Chief Information officer and supervises a team of full-time technical specialists. The Director of Institutional Research works collaboratively with the Admissions, Applications, Networking, Records, and User Services departments.

SALARY AND CONDITIONS OF EMPLOYMENT:

This is a 12-month, year-round appointment. Salary, benefits, and conditions of employment are as set by the GEA contract. Evening and weekend hours may be required.
