Reporting to the Vice President of Human Resources for Pierce College District, and working as part of a district-wide Human Resources team, the Human Resources Generalist actively supports and engages in Pierce College’s goals for equity and inclusion in order to provide access and support for our diverse community of learners and our goal of becoming an anti-racist institution. This position is an expert in human resource management and employee and labor relations, is the strategic partner and advocate to the executives, managers, and supervisors for human capital management, employee performance management, labor relations, and all other human resource management and personnel functions. This position represents the District Human Resources Department to Pierce College Puyallup and refers specialized questions to HR subject matter experts as needed.

Essential Functions

 

The Human Resources Generalist will be responsible for the following, but not limited to:

Internal HR Specialist

  • Provide internal Human Resources consulting services to Pierce College Puyallup on a wide-range of human resource management issues including: employee relations, recruitment and selection, discipline, classification and pay, benefits, leave, accommodations, labor relations, and staff development.
  • Serve as HR customer service and employee advocate.
  • Partner with college departments and stakeholders to ensure consistency of diversity and outreach projects at assigned sites and locations.
  • New Employee Orientation co-Administrator. Independently prepares, delivers, and provides timely information to new employees on a semi-monthly basis; coordinate with Recruiters on new hire data. Maintains and updates presentation; coordinates with other areas/departments to provide inclusive involvement in orientation and onboarding. Using professional judgment, proposes and/or implements updated and relevant information or format changes to NEO.

Investigations

  • Conducts prompt, equitable and impartial administrative investigations into complaints and allegations of employee misconduct and Title IX violations as assigned. This includes identifying and interviewing parties and identifying, gathering and assessing information relevant to the investigation; applies relevant policies and makes findings of fact in individual cases.
  • Writes clear, concise, and comprehensive investigative reports that support subsequent corrective or disciplinary action through possible legal or grievance arbitration challenges.
  • Actively fosters and maintains a climate that is supportive of students and employees and respectful of differences.
Labor Relations
  • In collaboration with the Vice President for Human Resources and the Associate Vice President of Human Resources, provides accurate and researched-based guidance on performance management, labor relations, and disciplinary processes to Pierce College Puyallup managers and supervisors.
  • Ensure that Pierce College Puyallup is compliant with all provisions of the appropriate collective bargaining agreements, federal and state laws, District policies, and procedures. Administer collective bargaining agreements and serve as the internal consultant on labor relations.
  • Investigate and analyzes problems having broad potential impact, making recommendations, providing options, or suggests necessary actions on matters.
  • Consult with employees and supervisors and provides assistance regarding state and federal employment laws, civil service rules, collective bargaining agreements, agency policies, career development opportunities, classification and pay and other issues.
  • Obtain assistance and guidance from higher level staff for more complex issues when necessary.
Classification and Compensation Reporting
  • Work collaboratively to support the goals of the programs/offices and the mission of the District by strategically partnering with College staff to manage issues related to Classification and Compensation.
  • Analyze position descriptions and makes allocation determinations. Works with AVP on review and determination of salary allocation for administrative exempt positions and prepare and distribute annual employment contracts. Performs FLSA designation review and determinations for all positions.
  • Respond to and complete salary surveys; extract and review data for ad-hoc reporting (queries), State Board for Community and Technical College reporting requirements/requests, IPEDS (Integrated Postsecondary Education Data System), VETS-100, and others.
Special Projects
  • Design and develop or take an active role in the design and development of various HR programs and initiatives to include onboarding, college and district-wide diversity, equity, and inclusion efforts.
  • Other duties as assigned.

 

Qualifications

 

Education Required

  • Bachelor's degree from an accredited college or university in Human Resources, Business or related field.

Experience Required

  • Minimum of two years of professional human resource experience, including advising and consulting on HR issues.
  • Demonstrated experience conducting investigations.
  • Experience reviewing and writing job descriptions.
  • Experience using web-based HRIS systems, such as PeopleSoft.

Terms of Employment

This is a full-time administrative - exempt position. The primary work location will be at Pierce College Puyallup campus. Frequent travel to Pierce College campuses or other sites may occur. Standard work hours are between 8:00 am to 5:00 pm, Monday through Friday, with occasional evening and weekend hours required. Occasional telework may be authorized.

 


Salary & Benefits

The salary range for this position is $72,465 to $89,657 annually. Your paycheck is just part of the total compensation package. Typically, new hires start at $75,485 per year, based on Pierce College's Administrative/Exempt Compensation Plan.

There is an outstanding benefits package which is worth an additional value equivalent to about 30% of your salary. Physical Work Environment

This position works indoors in an office environment.
