Responsible for successfully leading and implementing the College’s four-year U.S. Department of Labor Strengthening Community Colleges grant (SCC3) project, EmergingTech@Harper. Leads the implementation of the scope of work and project work plan of the multi-year grant, including supervising project staff, coordinating project deliverables, achieving project outcomes, reporting on performance measures, managing the $1.6 million project budget, overseeing grant compliance, and planning, implementing, and evaluating work plan activities in accordance with the grant agreement. Responsible for establishing new career pathways, including technical bridge programs, and development of curricula This is a grant-funded, full-time position.

Provides overall project leadership and supervision for the development, implementation, and evaluation of all SCC3 grant activities, performance metrics, and project objectives.

Hires, onboards, and supervises project staff, establishes performance goals, encourages professional development, and conducts annual evaluations.

Manages the grant budget, including maintaining budget control, approving expenditures, monitoring leveraged resources, and ensuring appropriate use of federal funds in accordance with 2 CFR 200 Uniform Guidance regulations.

Conducts outreach to employers, secures new partners, and facilitates the Business & Industry Leadership Team (BILT) advisory council to ensure engagement with regional industry in curricula and program development and continuous improvement.

Maintains open, ongoing communication with project partners; maintains positive working relationships with internal and external stakeholders; engages in deep collaboration with other academic programs and student services.

Provides strategic direction for the development and implementation of project-specific new career pathways, curricula, technical bridge programs, and university transfer agreements.

Plans, implements, and monitors marketing and recruitment efforts to specifically reach underrepresented groups and conducts outreach and recruitment activities to achieve project goals and capacity building and equity outcomes; collaborates with relevant College departments.

Leads implementation of effective project evaluation, including working with the third-party evaluator and Office of Institutional Research to draft and implement a detailed evaluation design and implementation reporting plan.

Oversees preparation and submission of programmatic and financial reports as stated in the grant agreement, including aggregating all associated data required from partner organizations.

Collaborates with project partners to develop and maintain a shared tracking system to meet grant reporting goals related to tracking cohorts and reporting program outcomes.

Develops and implements communication plans to inform the campus community of the SCC3 project; provides status updates to senior leadership; makes presentations to internal and external stakeholders.

Remains current regarding SCC3 and U.S. Department of Labor Employment and Training Administration policies, grant terms, and conditions; ensures project compliance throughout the grant period.

Participates in professional development appropriate to the functions of the position, including national SCC3 meetings/conferences and Department of Labor-sponsored training.

Represents the College and serves as the primary point of contact for the SCC3 project.

Coordinates grant administration with the Grants Office, including monthly compliance meetings.

Performs other grant-related duties as assigned.

 

Educational Requirements: Master’s degree in higher education, workforce development, or related field.

 

Experience Requirements: Five years of progressively responsible management experience related to program development and implementation, career and technical programs, grant project management, or workforce development.

Excellent project management, interpersonal, and organizational skills required. Must have excellent verbal and written communication skills. Demonstrated experience in evaluating data, assessing needs, and implementing solutions required. Strong experience in working in cross-organizational, highly collegial environments. Able to independently organize work, collaboratively achieve goals, meet critical deadlines, and maintain open communication with all stakeholders. Knowledge of grant management, including programmatic reporting, federal regulations, and budget management strongly preferred. Experience managing programs in a community college environment preferred.
