Posting Summary
Rutgers, The State University of New Jersey, is seeking a Research Application Developer for the Center of Advanced Infrastructure and Transportation. The Application Developer will be responsible for the entire development life cycle of web-based applications including system design, coding, testing, and documentation. This position is expected to work on projects with complex applications including significant development/implementation of new technology, design, analysis, web development, and data management. The projects involved are related to RBDH O&M dashboard funded by New Jersey Department of Environmental Protection and CITADEL – A Hazard Mitigation Planning and Disaster Preparedness Collaboratory in New Jersey funded by FEMA/New Jersey Office of Emergency Management. Both projects aim to significantly reduce the risk of flooding to New Jersey communities through advanced geospatial mapping, flood modeling, and risk communication.
Among the key duties of this position are the following:
  • Creates web-based platforms to integrate large geospatial data sets with flood models, to create multi-mode visualizations in mission critical scenarios.
  • Able to propose solutions to new and complex problems, manage team members and give advice on the latest web technology to members and groups within the center.
  • Staying informed on the latest advances in web technology, computer visualization algorithms, and hardware.
  • Integrate and adapt the systems according to the advances.
  • Give demonstrations and presentations to different stakeholders.
  • Teach, train and guide colleagues and end-users.

Qualifications


Minimum Education and Experience
  • Master’s Degree in Computer Science or an equivalent combination of education and/or experience.
  • A minimum of two years of IT experience with web development and mobile development for 3D visualization of big geospatial data sets such as point cloud and flood simulation outputs.
Certifications/Licenses
Required Knowledge, Skills, and Abilities
  • Sound knowledge of programming methods and procedures, documentation procedures, program flow charts and operator instructions.
  • Knowledge of one or more appropriate computer languages with an emphasis on Javascript, WebGL, Python and Swift.
  • Have knowledge regarding dashboard development and big data visualization and have prior experience in developing IT solutions for smart city applications.
  • Must be experienced with Amazon Web Services with an emphasis on EC2 and S3 for production.
  • Experience in managing coding projects using Git software for teamwork.
  • Experience with implementing deep learning models into web services.
  • Experience with IP cameras and social media harvesting for the development of data collection systems to be used on the project.
  • The projects require close coordination and communication with the rail industry, the candidate should have good track records on working on rail-related IT solutions before.
  • Must be able to think broadly and conceptually and formulate creative, sophisticated solutions to complex problems, prioritize workload, and work independently with general supervision.
  • Must be detail-oriented, follow up, and keep task originators informed on task progress throughout the process until completion.
  • Must continuously notify the director of progress and workload to ensure that deliverables are on schedule.
  • Presentation skills.
  • Ability to research, compile data and generate reports and deliverables regularly.
Preferred Qualifications
  • Experience working with large point cloud data and image data sets.
  • Experience with machine learning libraries (such as NumPy), and server-side programming languages (such as Node.js, C++, Rust, and Java).
  • Experience with Docker and CI/CD (Continuous Integration/Continuous Delivery) is not required but preferred for production purposes.
