Overview
REACH is neither a center nor an institute but a University-wide initiative created with a four-year grant from the Robert Wood Johnson Foundation and Rutgers Presidential Funds. REACH leverages the full scale of interdisciplinary collaboration made possible by Rutgers’ status as a major research university, an anchor institution, and an academic health center. REACH capitalizes on the central role Rutgers plays in promoting holistic intervention approaches to community health and serves as a mechanism to marshal the university’s core activities in service of the public good, intentionally shifting how academic research and teaching relates to communities, with the goal of improving quality of life and advancing a more just and equitable future. Through REACH, Rutgers will create new spaces for inclusive engagement with the communities surrounding its campuses. It builds upon existing university resources and expertise while developing new collaborative structures and policy recommendations that can ameliorate inequities in education, housing, food access and security, and employment, as well as a population health component that will address social determinants of health (SDOH) in the context of health care delivery. REACH supports Rutgers’ mission of community engagement in research, teaching, and service by connecting the multidisciplinary expertise of faculty to regional problems, developing research and professional skills in students, and linking the resources of higher education to communities in New Jersey.
The specific projects undertaken by REACH will be guided by five objectives grounded in principles of integrity, collaboration, innovation, and social justice: (1) to engage in direct work with communities to reduce health disparities by addressing adverse SDOH; (2) to establish collaborative and inclusive community-academic partnerships in socially at-risk communities that will develop evidence-based data, knowledge, and tools designed to support program, policy, systems, and environmental change leading to health equity; (3) to create opportunities for interdisciplinary collaborations that will facilitate the translation of social science, clinical science, and public health research findings into sustainable community-focused educational, programmatic, and population health initiatives; (4) to translate community-based research to inform effective and equitable public policy at the state and local levels; and (5) to work with university leadership to ensure that the transformation brought about by REACH is sustainable and inherent long after the completion of the grant cycle.
Posting Summary
Rutgers, The State University of New Jersey is seeking a Grant Operations Specialist to provide joint support to the Rutgers Equity Alliance for Community Health (REACH) and for the Office of Academic Initiatives in the Office of the EVPAA. Reporting to the REACH Executive Director, with a dotted-line report to the Vice President for Academic Initiatives, the Grant Operations Specialist is responsible for researching and identifying external sponsors in health equity, public health, and other research areas that fall under presidential-level priorities, from both Federal and public sources, as well as public and private foundations.
Among the key duties of this position are the following:
  • Providing strategic thinking about collaborative-team building by means of grants and complex budgeting.
  • Working with faculty in completing the administrative grant application documents, compiling grant applications and ensuring timely submission of grants and contracts to respective agencies in accordance with their application rules and regulations.
  • Ensures that both pre- and post-award activities comply with Federal, State, University, and Sponsor requirements.
  • Leads efforts in researching, identifying, and managing application process for external support for sponsored research in health equity, public health, and other priority areas.
  • Guides faculty during the REACH grant application process in submitting complete, accurate and timely documentation necessary for approval through the University’s Internal Review Board process
  • Assists with the research proposal process, including guidance to PIs on budgets, collaborative sub-awards, contract negotiation, policies and procedures that align with the University and with funder requirements.
  • Manages the development of budgets and related material for proposal applications.
  • Manages grant development process with faculty, center directors, PIs and staff to assure the proposal budgets and submitted packages are compliant with funder guidelines.

Qualifications


Minimum Education and Experience
  • Bachelor’s degree in accounting, finance, business administration or other field related to grants research and administration, or an equivalent combination of education and/or experience.
  • A minimum of five years’ experience in grants management, researching of grant opportunities, and grant development, or a combination of education and/or experience.
Certifications/Licenses
  • Use of personal vehicle in order to travel for business demands; a valid driver’s license would be required for this position.
Required Knowledge, Skills, and Abilities
  • Experience with grant sponsored and externally-funded research.
  • Experience in higher education in a research environment; familiarity with non-profit institutional budgets more generally; experience with sponsored research grant accounting processes and procedures
  • Proficient understanding of a university Internal Review Board process is required
  • Must possess strong management and financial skills
  • Must possess strong computer skills and data base systems expertise across all Rutgers financial platforms
  • Strong interpersonal skills are required
Preferred Qualifications
  • Knowledge of Oracle Cloud Financials, Peoplesoft, Web applications
  • Possess and demonstrate sound knowledge of generally accepted accounting principles and practices (GAAP) and a good understanding and application of concepts, terminology, and applied basis of accounting.
  • Familiar with financial reporting; able to prepare variance analysis and research financial data using various databases and financial tools, such as Excel.
  • Familiar with non-profit grant writing, grant budgeting and grant development
  • Familiar with public health, community health, and social determinants of health topic areas
Equipment Utilized
  • PC, Microsoft office, fax, scanner; teleconferencing and virtual meeting software; knowledge of University accounting systems, i.e. Marketplace, Cornerstone, HCM, RAPPS preferred
Physical Demands and Work Environment
  • The position is expected to perform in an effective combination of remote and in-person work.
  • Incumbent should be able to lift up to 10 pounds.
  • Must be able to prioritize and multi-task on a daily basis.
