Overview
The Office for Research’s core mission is to advance Rutgers’s preeminence in research. The Office for Research (OfR) provides essential services university-wide that support faculty research and scholarship. The OfR teams support identifying sponsored award funding opportunities, submission of grant proposals, post-award financial management, negotiation of contracts, research regulatory affairs, intellectual property and commercialization activities, core services, and animal care provided by the Comparative Medicine Resources organization.
Posting Summary
Rutgers, The State University of New Jersey, is seeking a Contract Analyst for the Office for Research (OfR). The position provides essential services to faculty and staff to ensure support in the preparation, negotiation and issuance of all outgoing subaward agreements and their modifications / amendments.
Among the key duties of this position are the following:
  • Collects, consults and reviews all subaward documentation for completeness, accuracy and compliance with the Sponsor’s regulatory requirements and specifications, as well as with internal Rutgers policies and procedures.
  • Authorized to prepare subaward agreements issued under Federal, State, non-profit and / or for-profit Sponsors to all types of subaward entities (i.e., Institutions of Higher Education, non-profit, for-profit, domestic and foreign) using the appropriate subaward agreement / modification FDP or Rutgers templates and negotiate their terms and conditions under the mentoring of the Contract Manager and the guidance of the Associate Director of RSP.
  • Responsible for the creation of Risk Assessment(s) (RAs) of new agreements and their yearly modifications for the appropriate evaluation of subrecipients based on information provided in the Subrecipient Commitment Form, the Federal Demonstration Partnership (FDP) Expanded Clearinghouse, the Federal Audit Clearinghouse, or the subrecipient monitoring database maintained by Research Financial Services (RFS).
  • Communicates with the PI and his/her administrative support team, as well as the RSP Grant Specialists (GS),Senior GSs and Contract Manager to appropriately handle any subrecipient requests and issue all necessary subawards and modifications.
  • Responsible for the issuance of Purchase Orders (POs) and PO modifications (as needed) and the accuracy and integrity of the information entered in the Research Administration and Submission Proposal System (RAPSS) Subaward module.
  • Responsible for the maintenance of subawards@research.rutgers.edu incoming emails related to his/her assigned departments.

Qualifications


Minimum Education and Experience
  • Bachelor’s degree; or an equivalent combination of education and or experience.
  • A minimum of five years of administrative experience in a research-active Institution of Higher Education environment.
Certifications/Licenses
Required Knowledge, Skills, and Abilities
  • Familiarity with the basic concepts of the Uniform Guidance.
  • Familiarity with Office Suite (Work, Excel, Powerpoint, adobe Acrobat).
  • Must demonstrate critical thinking / problem solving and organizational skills.
  • Must have ability to prioritize and handle multiple assignments at the same time.
  • Be attentive to detail.
  • Able to enter data efficiently and with accuracy.
  • Ability to exercise independent judgment and discretion in applying and interpreting terms and conditions of a subaward.
Preferred Qualifications
  • Five years of subaward issuance experience in a research active and intensive university environment.
  • Specialized education / training in subaward issuance.
  • Practical experience in research administration guidelines and procedures.

Immunization Requirements


Under Policy 60.1.35 Immunization Policy for Rutgers Employees and Prospective Employees , Rutgers University requires all prospective employees to provide proof that they are fully vaccinated and have received a booster (where eligible) against COVID-19 prior to commencement of employment, unless the University has granted the individual a medical or religious exemption.
