Job Description

The Assistant Director, Payroll serves as the primary payroll liaison to the Commonwealth and Bristol's Administration & Finance and Human Resources departments. They perform a variety of payroll processing duties for approximately 900 employees. The Assistant Director, Payroll is responsible for, but not limited to, communicating payroll status information to employees, ensuring accuracy of payments, tracking employee payroll expenditures for all state appropriations and maintaining the Labor Cost Management (LCM) system to ensure all payroll expenses have been posted to the correct accounts. They process and interpret payroll tax information and other pertinent payroll deductions, as well as update and maintain payroll policies, procedures, internal controls, workflows and flowcharts. Additionally, the Assistant Director, Payroll supervises payroll staff as assigned.

ESSENTIAL FUNCTIONS, DUTIES, AND RESPONSIBILITIES:

  • Create, update and maintain payroll policies, procedures, internal controls, workflow and flowcharts, consistent with laws and regulations, in order to ensure consistency of payroll activities and establish standards for performance.
  • Hire, supervise, develop, and lead assigned Payroll staff. Conduct regular performance evaluations to ensure continuous improvement and identify potential opportunities for growth. Work closely with Human Resources to develop staff capabilities and expectations.
  • Promote a positive and inclusive work environment that supports the professional growth of staff while fostering a commitment to service excellence.
  • Verify and review Personnel Action Forms and timesheets for all employees.
  • Provide training to employees and time approvers on Self-Service Time and Attendance online payroll system.
  • Record and monitor biweekly payroll expenditures for reconciliation of all payroll payments, including employee non-labor reimbursements.
  • Ensure accuracy for the execution of payment transactions as related to grants, appropriations, and payroll funding in state and local systems.
  • Enter all employee taxes, deductions, direct deposits, and wage garnishments.
  • Communicate and solve payroll issues with college cost center managers.
  • Routinely monitor Document Direct and LCM reports; resolve errors with employees' payroll expense distribution.
  • Process deductions for retirement plans, 403b plans, and 457 plans.
  • Review accounting reports for accuracy, make updates and corrections to payroll activity.
  • Prepare journal entries to record payroll expense activity to general ledger.
  • Process employee payroll advances.
  • Confer with various state agency personnel to resolve payroll discrepancies.
  • Perform research on employee payment history.
  • Develop data information warehouse queries/reports as needed from the Commonwealth Information Warehouse or related system.
  • Calculate full-time and part-time employee retroactive payments as a result of collective bargaining agreements.
  • Perform monthly reconciliation of the Bristol Foundation donations via direct deposit.
  • Maintain knowledge of current union contractual agreements pertaining to payroll.
  • Participate in various state-wide training sessions.
  • Ensure all payroll records for the department are accurately maintained and archived and are in accordance with proper legal standards and audit guidelines.
  • Assess various situations to determine the importance, urgency, and potential risk involved; and make independent decisions, which are timely and in the best interest of the college as a whole.
  • Handle and process confidential information with discretion and sensitivity.
  • Focus on the Commonwealth's Equity Agenda by applying related best practices throughout all job functions.
  • Demonstrate a sense of professionalism and consistently reflect Bristol's core values while interacting with members of the Bristol community.
  • Perform other duties as assigned.


Job Requirements:


EDUCATION AND EXPERIENCE

REQUIRED QUALIFICATIONS:

NOTE: Unless otherwise noted, all required qualifications must be met by date of hire.

  • Minimum of a Bachelor's degree.*
  • Minimum of four (4) years of payroll processing or related experience.*
  • Demonstrated supervisory experience.*
    • An equivalent combination of education and experience shall be considered.
  • Ability to work with sensitive, confidential information, maintaining the integrity and confidentiality of payroll and other employee related information.
  • Ability to produce accurate, detailed work and analyze complex or difficult payroll issues.
  • Ability to assume responsibility and initiative to multitask and meet deadlines.
  • Demonstrated proficiency with Microsoft Office 365 applications, including Word, Excel, and Access.
  • The ability to work effectively with a diverse student body, faculty, and staff.
  • Excellent interpersonal skills.
  • Reliable transportation in order to travel to and from meetings, trainings, or campus and community locations as required.
  • COVID-19 Vaccination Requirement: As of January 2022, candidates for employment should be aware that Community College students, faculty, and staff are required to be fully vaccinated. PREFERRED QUALIFICATIONS:

  • Degree in accounting, finance, business administration, or closely related field.
  • Working knowledge of HR/CMS (PeopleSoft), LCM, Commonwealth Information Warehouse (CIW), Banner, Mobius, and/or MMARS (Massachusetts Management Accounting and Reporting System).
  • Demonstrated experience working in higher education environment.
  • Ability to communicate in a language in addition to English.

POSITION STATUS:
 This is a full-time, non-unit professional position with benefits.

SALARY: Hiring salary $77,293.66 - $85,317.74, commensurate with education and experience.
