We are seeking an expert in E-6B operations, communications systems, and procedures to be a Field Representative to the Strategic Communications Wing to help us coordinate data collection, test schedules, operator training, collaboration with leadership, and influence policy making. This position supports the Continuing Evaluation Program (CEP), an ongoing test and Evaluation Program to assess the health of the Navy 's Nuclear Command and Control Communications (NC3) systems and procedures, identify issues and short-falls, and propose solutions. You will work on-site with the sponsor community at Tinker Air Force Base, participate remotely in meetings and discussions with JHU/APL 's CEP team, and support the exchange of technical information between APL, the sponsor, and other Navy organizations and defense contractors. This position requires a self-motivated individual with initiative and the ability to work independently.

 

As a Field Representative...

  • Your primary responsibility will be to analyze E-6B communications performance and trends. Make recommendations for corrective actions to the operational commander utilizing information derived from JHU/APL reports and communications submitted by E-6B crews and associated commands.
  • You will provide technical input and feedback pertaining to NC3 test and evaluation projects for various government sponsors. Help devise and implement standard design practices, test methodologies, and system evaluation techniques to be followed by the team.
  • You will support collection of data from the fleet, and propose improvements to data collection methodologies.
  • You will represent JHU/APL as liaison to the operational fleet. Support the technical communication needs of the fleet as directed by program sponsors.
  • You will participate in meetings and conferences relative to strategic communications and connectivity on a local and national basis.
  • You will track NC3 equipment material reliability. Be informed concerning planned alterations and improvements programs.

Qualifications

You meet our minimum qualifications for the job if you...

  • Have a Bachelor's degree in Electrical Engineering, Computer Science, or another related technical field
  • Have at least five years of experience with the operation of or test and evaluation of large-scale communications systems associated with Nuclear Command and Control
  • Have operational knowledge of E-6B communications systems, equipment, and procedures
  • Have the technical flexibility to examine and analyze problems outside your core area of expertise
  • Are willing and able to travel occasionally (~10%)
  • Are able to obtain Top Secret level security clearance by your start date and can ultimately obtain TS/SCI level clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.
  • Can demonstrate that you are fully vaccinated against COVID-19. You 'll go above and beyond our minimum requirements if you...

  • Have a Master's degree in Electrical Engineering, Computer Science, Systems Engineering, or another related technical field.
  • Have at least ten years of relevant technical experience, including a strong background in Navy NC3 RF systems operations or analysis.
  • Have experience working on and leading efforts for the Department of Defense.
