Posting Summary
Rutgers, The State University of New Jersey, is seeking a Senior Program Coordinator for 4-H Youth Development. This position reports to the Chair, Department of 4-H Youth Development, Rutgers NJAES Cooperative Extension.
Among the key duties of this position are the following:
  • Provides organizational leadership and program direction in the areas of state-level civic engagement programming; marketing and communications; and 4-H participant experience.
  • Facilitates programs and events that provide opportunities for youth from all backgrounds to develop into competent, confident, and caring individuals who contribute to their community and demonstrate the character to be a responsible citizen.
  • Develops a comprehensive Plan of Work in cooperation with the Department Chair, county-based 4-H professionals, community groups, local leaders, and other Extension professionals.
  • Program planning (including needs assessment) and implementation and/or development of educational programs (including implementation and support of needs-based programs that target underserved audiences).
  • Evaluates educational programs, including appropriate use of evaluation tools, data collection, analysis, and reporting at all levels.
  • Responsible for the coordination of programmatic efforts with state advisory groups.
  • Responsible for State 4-H program marketing, communications, and public relations.
  • Responsible for supervision of paid staff.
  • Secures grants and other alternate funding streams to expand/enhance educational programs.
  • Expected to actively participate in appropriate departmental regional and state events, Rutgers Cooperative Extension, New Jersey Agricultural Experiment Station, School of Environmental and Biological Sciences, University.

Consistent with the current application of Rutgers Policy 60.3.22, this position may be eligible for a hybrid work arrangement. The flexible work arrangements outlined in Rutgers Policy 60.3.22 are part of a pilot program that is effective September 1, 2022 through August 31, 2023. Therefore, there is no guarantee that this flexible work arrangement will continue beyond that date. Flexible work arrangements are not permanent, are subject to change or cancellation and contingent on the employee receiving approval in the FlexWork@RU Application System. Minimum Education and Experience
  • Bachelor’s degree from an accredited institution in education preferably in human/youth development, sociology, science, or related field or an equivalent combination of education and/or experience.
  • Two years related professional experience after bachelor’s degree.
Required Knowledge, Skills, and Abilities
  • Experience in youth development programming, volunteer management, and collaboration/coalition building.
  • Experience in working with diverse audience/clientele – evidence of effective human relations skills and sensitivity to the needs of a diverse clientele.
  • Experience in managing people and evidence of effective human relations skills.
  • Demonstrates interpersonal communication skills (oral and written).
  • Excellent marketing and public relations skills including technical abilities (ex. Canva, WordPress, Adobe Creative Cloud, etc.).
  • Initiative and creativity – ability to start and complete a project with minimal supervision; self-directed.
  • Effective public speaking and presentation skills for program delivery and communications to clientele.
  • Ability to address changing technology to serve clientele.
  • Possess computer and communication technology skills.
  • Conflict management skills.
  • Possess initiative, creativity, ability to take direction, and a willingness to learn and improve proficiency in designated subject matter areas.
  • Possess organizational skills, flexibility, and the ability to set priorities and manage multiple job tasks.
  • Ability to plan, conduct, evaluate programs for youth and adults working with youth, consistent with Cooperative Extension goals and objectives.
Preferred Qualifications
  • Knowledge about and experience with effective marketing and communication strategies.
  • Ability to secure outside sources of funds through grants, agreement and contracts to support programmatic efforts.
  • Experience in evaluative research design, assessment, and reporting.
  • Conflict resolution skills.
Equipment Utilized
  • Technology and related software including but not limited to Microsoft Office suite and 4-HOnline in collaboration with ES237 reporting system.
  • Email for communications and research, locally and nationally.
  • Equipment related to teaching virtually and/or in-person (laptop, projector, Zoom, etc.)
  • Working knowledge of current and changing technology.
Physical Demands and Work Environment
  • Ability to carry demonstration supplies, presentation equipment and class materials.
