Full Job Description

The Salvation Army, an internationally recognized non-profit, faith based organization, has a job opening for a Executive Director of Adult and Family Services at North Texas Area Command, located in Dallas, TX.

Job Summary:
Plans, develops, administers, leads and supervises charitable, programmatic services for all counties of the North Texas Area Command, including behavioral health, shelter and housing, social work and social services, residential childcare services, health services, food services activities and research and evaluation; directs the selection, training and supervision of staff responsible for performing the daily operational duties of the programs function; develops policies and procedures for these operations and ensures compliance to the same which includes any legal requirements, standards and regulations; monitors and maintains compliance with established budgets; ensures income production and cost control measures meet the requirements of Leadership, the Advisory Board and Divisional Finance Board.

Supervisory Responsibilities (40%)
Administers, leads, plans and supervises all areas of charitable, programmatic services, which results in fiscal stability, programmatic accountability and enhancement of the function and its areas of operation which includes behavioral health, shelter and housing, social work and social services, residential childcare services, health services, food services activities and research and evaluation; Provides direct supervision to Directors of Social Services Centers, and Director of Research & Evaluation.

Directs the selection, training and supervision of all staff responsible for performing the daily operational duties of programmatic services and its related departments; instructs and trains employees in the proper methods and procedures for conducting work; monitors work for compliance with established employment policies, procedures, standards and regulations; conducts performance evaluations and makes salary and hiring/firing recommendations.

Develops and administers functional budgets and works with Area Command Leadership and Advisory Board to develop, implement and coordinate the efficient and effective operation of programmatic services to the Area Command.

Liaison Responsibilities (30%)
Serves as a staff representative to the North Texas Area Command Advisory Board.
Attends meetings and other community involvement, which are pertinent to the promotion and support of The Salvation Army and enhancing its programs, projects and financial support.

Performs public speaking to promote awareness and support for Salvation Army programs.

Collaborate with the community relations department to execute strategies intended to engage and build relationships with civic leaders to generate programmatic opportunities and funding.

Develops relationships with the local and broader community to enhance programs and support of the North Texas Area Command.

Strategic Planning and Evaluation Responsibilities (15%)
Develops and implements in conjunction with North Texas Leadership and Advisory Board, strategic short-range and long-range plans, goals and objectives and implementation of the same; establishes operational mission statements and objectives for all areas related to charitable, programmatic services; provides leadership, motivation and direction to staff in achieving these goals and objectives.

Participates in continuing education opportunities, conferences and seminars to enhance professional growth and encourages/supports continuing education of staff.

Program Management Responsibilities (15%)
Directs the development and implementation of all areas of programmatic service programs and projects developed to promote, support, and enhance the North Texas Area Command and its financial resources and community relationships; assumes responsibility for the development of an annual operating budget for the charitable, programmatic services function; ensures income production and cost control measures are adequate to result in a balanced budget as approved by the Area Leadership and Divisional Finance Board.

Directs the development, implementation and communication of comprehensive programs for the dissemination of information about and promotion of The Salvation Army.

Interprets The Salvation Army’s mission, programs and services to funding sources, regulatory bodies, governmental agencies and community.

Supervise the expenditure of granted funds and submission of progress and final reports as required by grantors. This includes working with The Salvation Army financial department to ensure appropriate processes are in place for monitoring and tracking planning and development grant related revenues and costs.

Reviews, monitors and interprets social services operations for compliance and adherence to policies and procedures; develops, implements and monitors additional policies and procedures for these operations and ensures compliance to the same which includes any legal requirements, standards and regulations.

Conducts monthly meetings to communicate with staff and monitors the on-going tasks of Social Services Centers, Research & Evaluation, residential child & youth services and related departments.

Other Responsibilities:
Travels, as needed, to represent The Salvation Army both locally and abroad to support and enhance all programs, projects and special events.
Performs other duties as assigned.

Knowledge, Skills and Abilities:
Knowledge of the principles and practices of personnel and business management and supervision.
Knowledge of the principles and practices of public relations, marketing and customer service.
Knowledge of special event planning, techniques and practices.
Knowledge of the principles and practices of fund-raising management.
Knowledge of the principles and practices of grant administration.
Knowledge of local, state and federal laws governing fund-raising and taxation.
Ability to solicit and successfully close gift agreements in compliance with The Salvation Army's policies as well as local, state and federal legislation.
Ability to cultivate and maintain effective relationships with a diverse group of people and remain sensitive to their concerns.
Ability to oversee and maintain the security and accountability of donated funds and/or assets.
Ability to plan, develop, implement and evaluate a variety of fund-raising strategies in order to determine their effectiveness in achieving short-range and long-range goals.
Ability to plan, develop and coordinate successfully programs, meetings, and special events related to public relations and fundraising.
Ability to supervise, lead, motivate, monitor and evaluate employees.
Ability to present a positive and professional image of The Salvation Army.
Ability to prepare and maintain reports in an accurate, complete and timely manner.
Ability to work independently and with limited supervision.
Ability to build and maintain effective working relationships with Salvation Army officers, employees, member of advisory organizations and the community.
Ability to prepare effective printed materials for educational and promotional purposes.
Ability to read and interpret policies/procedures, legal documents and requirements to ensure compliance.
Ability to administer budgets and monitor expenditures for compliance with the same.

MINIMUM QUALIFICATIONS REQUIRED: Education and Experience:
Bachelor’s degree from an accredited college or university in one of the behavioral sciences, social work, public administration, business or related field, Masters preferred,

and

Eight years progressively responsible in non-profit management, including experience in the management of similar operations for which this position is responsible,

or

any equivalent combination of training and experience, which provides the required knowledge, skills and abilities.

Certifications:
Valid State Drivers License

Physical Requirements:
Ability to meet attendance requirements.
Ability to read, write and communicate the English language effectively.
Ability to speak before small and large groups of people.
Ability to travel to various locations in order to participate in public meetings, conferences, etc.
Ability to work under the pressure of deadlines and time constraints.
Ability to establish goals and objectives and monitor their effective implementation.
Ability to apply discretion and independent judgment and exercise confidentiality.
Ability and willingness to perform all duties with an understanding of the mission, ministry, philosophy, culture, and protocol of The Salvation Army and conducts all duties in accordance with the ministry of the organization and its Christian principles; conducts all communications and job duties with the highest level of professionalism.
Duties are usually performed seated. Sitting may be relieved by brief or occasional periods of standing or walking.
Limited amount of physical effort required associated with walking, standing, lifting and carrying light objects (less than 25 lbs.) frequently.

Working Conditions:
Work may be performed in an office environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt, and the like but not limited to the office environment.
