Job Description

Job Summary

The Dean COE and Executive Director, Regional Resilience Operations Center of Excellence (RROC) provides leadership in the development and maintenance of the state-of-the-art RROC.  Provides leadership in the oversight of effective and efficient scheduling of cross-disciplinary program offerings throughout the district for the RROC.  Position provides vision, motivation, coordination, and support to implement the cross-disciplinary program offerings within the RROC in coordination with the appropriate instructional leadership including Center of Excellence (COE) deans, department chairs, and Continuing Education program directors. Works with the System Office to ensure compliance of programs with the Texas Higher Education Coordinating Board (THECB) and with the Southern Association of Colleges and Schools-Commission on Colleges (SACS-COC) and ensures that sufficient courses are offered and available for students at all assigned campuses for their instructional area.

Leads high-level engagement and participation in the growth of the RROC, inclusive of identifying and developing key curricular programming and offerings, acquiring the latest technology and equipment, and operationalizing instructional delivery to a wide swath of student participants. Provides leadership and oversight of positive performance for assigned cross-disciplinary programs in terms of student enrollment, persistence, completion, transfer, and job placement rates.

Develop partnerships with government agencies, non-profits, private companies, and the public to develop effective plans that minimize damage and disruptions during natural disasters and other emergencies which can be implemented in Business Continuity plans and integrated into the RROC curriculum

Has the key institutional responsibility for creating, fostering and maintaining a collaborative, professional, and engaged instructional team devised of cross-disciplinary programs shared across the institution’s COEs.

Responsible for the design, execution and effectiveness of a system of internal controls, which provides reasonable assurance that operations are effective and efficient, assets, are safeguarded; financial information is reliable and compliant with applicable laws, regulations, policies and procedures.

Manages Talent Engagement activities for direct reports in regards to: recruiting and selection, hiring and termination, training, development, mentoring, counseling, and performance evaluations.

ESSENTIAL FUNCTIONS

Lead the development and implementation of curriculum, catalog, and course information for cross-functional programs and work with Department Chairs and Continuing Education Program Directors on the curriculum development and maintenance in areas of responsibility.  

Collaborate with appropriate college-based staff, including Presidents, other Deans and Directors to develop and grow resilience related programming district-wide, the addition/revision of assigned degree and certificate programs, administer District policy regarding assigned programs that will aid in maximizing enrollment growth and revenue generation, and monitor outcomes.

 

Develop grant proposals in coordination with the Grants Office to maintain the standards required in the field and expand partnerships in the industry.

Maintain the RROC as a fully emergency preparedness mock functional site from which emergency response operations can be directed and controlled during an emergency.  Maintain inventory manpower and material resources and private sector sources that would be available for emergency and recovery efforts.

Research, monitor, analyze financial, technological and demographic factors, and conduct business and industry outreach to establish and expand opportunities for new and recurring markets for instructional programming across multiple industry sectors, government agencies, and communities.

Develop partnerships with internal/external stakeholders, maintain and serve on advisory boards with in the RROC to assist with program development, resource development and represent HCC to the appropriate industry and agencies.

Compile, publicize, and maintain current university articulation agreements for assigned instructional programs and ensure that students have a full range of opportunities for initial and ongoing education.

Report on plans and progress involving student enrollment, contact hours, fill rates, and student persistence, completion, placement rates, and if appropriate, accreditation status and any licensure rates as appropriate.

Lead an annual review and report findings on related program needs and provide recommendations regarding instructional technology.

Review assigned Program Reviews, Annual Planning Reports, and Annual Learning Assessment Reports completed by Program Coordinators and provide recommendations for improvement as appropriate.

Collaborate with internal stakeholders including Centers of Excellence, Career and Job Placement Services, the PLA Department, and Financial Aid, among others to build and implement resources in support of the cross-disciplinary programming.

Serve on College and District committees as appropriate and act as liaison with District, State, and Federal governing bodies related to the RROC.

Oversee and manage institutional compliance related to all programming.

Monitor training contracts and maintain a database to provide system-wide monthly statistical reports on performance metrics, including enrollment, net revenue, retention, completion, business contracts and training agreements.

Perform other duties, tasks and assignments as required.

QUALIFICATIONS

Education & Experience

  • Master’s degree in an academic area appropriate to supervision of programs assigned required
  • Doctorate degree preferred
  • 7 years combined experience in management of programs related to an academic or industry-specific setting with increasing levels of responsibility required; including 3 years full-time teaching experience in higher education or 5 years’ experience in the industry, and 5 years developing curriculum and instructional programming including developing cost models for delivery to multiple types of clienteles
  • Progressive leadership, Grant development management, and experience in continuing education or contract training preferred

General office.  May frequently be required to walk; stand; sit; use hands to handle or feel; reach with hands and arms; and talk or hear. Specific vision abilities required by this job include close vision and distance vision.  Use of personal computing equipment, telephone, multi-functioning printer, photocopier, file cabinets, and calculator.  Manual dexterity, ability to lift up to 25 pounds, ability to reach and bend, and use 2-step stool while safely lifting and lowering boxes.  Ability to travel to and from meetings, training sessions or other business-related events.  May be required to work after hours to include weekends and holidays.
