Summary of Position

The Sullivan County Community and Economic Development field specialist, based in Newport, New Hampshire, will provide educational outreach, technical assistance, and community planning and project implementation support that builds community and regional leaders’ capacity to implement effective strategies to grow and sustain the economy. Areas of focus include, but are not limited to, entrepreneurial development, economic development, Main Street/downtown revitalization, business retention and expansion, regional collaboration, and stakeholder engagement in community and regional plans and projects.

The field specialist will be supervised by the Extension program team leader for Community and Economic Development on matters related to performance and job responsibilities; developing effective external working relationships with clientele groups, other agencies, departments and organizations; professional development; and planning and reporting. The position will necessitate collaboration with staff across the Community and Economic Development program team, as well as other program teams, including Natural Resources and Food and Agriculture. This is a full-time, benefited position located in Newport, N.H.

Other minimum qualifications

  • Master’s degree in a field such as community and economic development, business administration, tourism development, recreation management, regional planning, or related discipline with three years of professional experience in community economic development. A strong candidate with a B.S. level degree in a relevant discipline with experience may be considered if they are willing to obtain a master’s degree within 7 years of hire.
  • Knowledge of effective community and economic development strategies and approaches.
  • Experience working with community/regional leaders on community development, economic development, recreation/tourism, and/or community/regional planning.
  • Demonstrated ability to convene stakeholders and facilitate community, organizational, or regional planning processes.
  • Demonstrated ability to convey basic community and economic development principles and data to the public, community practitioners, businesses, and local government officials.
  • Ability to teach and communicate ideas effectively verbally, in writing, and through educational technology.
  • Ability to work productively with indirect supervision.
  • Ability to work collaboratively and take responsibility to help team efforts succeed.
  • Strong interpersonal and problem-solving skills in a team setting; ability to manage conflict.
  • Demonstrated willingness to learn on an ongoing basis.
  • Ability to adapt to changing programming and workplace priorities.
  • Maintain a valid driver’s license and access to a personal vehicle for frequent local travel. Mileage will be reimbursed at the federal rate.

Duty/Responsibility

Educational Programming
· Implement programs focused on economic development, entrepreneurial development, business retention and expansion, tourism/agritourism, and Main Street revitalization in partnership with county decision-makers, Extension colleagues, and statewide collaborators.
· Sustain and grow ongoing collaborations around topics like workforce development, entrepreneur development, and destination development.
· Contribute to community, business, and economic development efforts in Sullivan County and the region by providing planning, technical assistance, and project implementation support.
· Provide education and training to economic development practitioners and community leaders so they have the tools and skills to implement effective economic development strategies.
· Provide information to local and county decision-makers regarding economic data and trends to inform decision-making (e.g., downtown market analysis, economic impact analysis, etc.).
· Develop tools and information resources that support decision-making by community and regional decision-makers.

Duty/Responsibility

Engagement, Outreach and Communication
· Participate in program planning with the Community and Economic Development team.
· Provide timely data for UNH Cooperative Extension’s program evaluation and reporting.
· Participate in program team meetings, county staff meetings, and county advisory council meetings, as well as other program activities as appropriate.
· Keep accurate, complete, and timely work records and reports.
· Support the Extension Sullivan County Office Administrator (COA) in the performance of their duties, carry out appropriate delegated responsibilities, and serve as the COA when the need is identified and as advised by the program team leader and Extension administration.
· Ensure programmatic involvement of underserved and underrepresented audiences and that all educational programming is designed and conducted in full accordance with civil rights, Equal Employment Opportunity (EEO), Affirmative Action (AA) and Americans with Disabilities Act.
