Job Description

Under administrative direction, plans, organizes and directs the operations of the assigned department. For contracts related work, this includes preparing contracts/agreements, overseeing large purchasing contracts (RFPs), negotiating terms and conditions, monitoring Arizona Board of Regents (ABOR), federal, state, and university regulations and policies. As supervisor of EOSS audit functions, will oversee internal and external audits, and ensure business functions are performed in line with audit requirements. Will also oversee reconciliation/compliance processes and teams. Will monitor/oversee space development and needs, as well as asset/resource planning. In conjunction with these duties, will work with internal units on developing business/efficient ideas and strategy. Reports to Deputy Vice President.

Essential Duties

  • Plans, directs, and reviews the activities and operations of the department.  
  • Confers with university officials, program directors, budget administrators and/or staff to make determinations for development, strategic planning, requests, and management analysis and accountability reports.  
  • Conducts and assists with the development and implementation of long- and short-range goals.
  • Supervise Audit and Reconciliation teams within EOSS. • Assist with resource, space and asset planning.
  • Establishes, maintains, and implements uniform contracting policies and procedures.  
  • Directs and oversees the development and evaluation of contract processes and programs.  
  • Initiates, negotiates, develops, monitors, and audits contractual agreements together with Requests for Proposal (RFP), pricing agreements and/or service standards, finance options, and supplier performance. 
  • Reviews contractual terms and conditions to ensure compliance with ABOR, federal, state, and university regulations and policies.  
  • Reviews proposed, revised, and current contracts for risk management, insurance, and indemnification issues to ensure adherence with contract requirements.  
  • Oversees maintenance of contract database and ensuring complete records.  
  • Resolves problems and issues affecting the department and directs measures to improve the effectiveness of the department. Serves as department liaison to the Office of General Counsel (OGC), Risk Management, Suppliers, departments/units, Purchasing, and executive management for contract negotiations, agreements, and procurement activities.  
  • Develops and delivers in-house training to promote participation and efficacy of contract processes.  
  • Provides staff oversight to coordinate activities and ensure adherence with project deadlines and standards.  
  • Prepares reports, correspondence and documents as requested by senior management.  
  • Coordinates contractual and legal matters with relevant ASU leadership, including intellectual property, data privacy, and terms of use.  
  • Serves as strategic advisor for emerging relationships and collaborative agreements.  
  • Assumes or coordinates other duties or projects as assigned or directed.

Minimum Qualifications

Bachelor's degree in a field appropriate to the area of assignment AND eight (8) years of related administrative experience, which includes five (5) years of supervisory experience; OR, Twelve (12) years of related administrative experience, which includes five (5) years of supervisory experience; OR, Any equivalent combination of education and/or experience from which comparable knowledge, skills and abilities have been achieved.

Desired Qualifications

  • Project management and financial experience/background preferred. 
  • Knowledge of contract law, terminology, writing and administration.
  • Knowledge of Arizona Board of Regents (ABOR), University, State and Federal standards, regulations, and guidelines.
  • Knowledge of contract review, procurement and risk management principles and practices and techniques of file/record maintenance and control.
  • Knowledge of contracts, insurance contractual provisions, risk analysis and risk impact of organizational contracts.
  • Knowledge of commercial insurance policies and certificates of insurance.
  • Skill to lead large projects and cross-functional training.  
  • Skill in analyzing and interpreting complex documents.  
  • Skill in both written and verbal communication.  
  • Skill in MS Excel and PowerPoint, and willing to embrace new technical tools.  
  • Ability to manage multiple priorities in a fast-paced, deadline-driven environment.
  • Ability to interface with diverse client groups with an emphasis on customer service.  
  • Ability to communicate both internally and externally across all management levels and build sustaining relationships.
  • Ability to build and maintain effective business relationships with suppliers.

Working Environment

  • Activities are performed in an environmentally controlled office setting subject to extended periods of sitting, keyboarding and manipulating a computer mouse 75 percent; required to stand for varying lengths of time and walk moderate distances to perform work 10 percent.
  • Ability to clearly communicate to perform essential functions.
  • Frequent bending, reaching, lifting, pushing and pulling up to 25 pounds 15 percent.
  • Regular activities require ability to quickly change priorities, which may include or are subject to resolution of conflicts.
