About the Department

Recreation Resources Service (RRS) was established for the specific purpose of providing assistance to public and private segments of the leisure service industry within North Carolina, including municipal and county park and recreation departments, nonprofit agencies, private recreation agencies, recreation consumer groups, and recreation and park board and commission members. 

RRS provides services in five major areas: 1) technical expertise leading to improved recreation opportunities for NC citizens; 2) outreach and enhancement for communities in need to increase positive impacts through parks and recreation; 3) field administration for the NC Parks and Recreation Trust Fund and Land & Water Conservation Fund grant programs; 4) applied research; and 5) continuing education for the park and recreation profession.

Essential Job Duties

This position provides technical expertise and consultation regarding park and recreation management to leisure service professionals, with direct responsibility for an assigned service region in NC. Consultation may be provided one-on-one, through workshops and seminars, technical publications and applied research. Responsibilities include, but are not limited to the following:
  • Providing technical expertise regarding parks, recreation and tourism. Consultation requests must be assessed to prioritize needs that may range from calls that may be dealt with immediately to those that require several days of research to answer. This aspect of the job requires the ability to locate the most current information related to a specific topic, analyze that information, and present the results in a form that the client can understand and use.
  • Engaging stakeholders and parks and recreation profession members to assess needs and build collaborative partnerships.
  • Developing and implementing web-based and in-person training to build capacity that addresses stakeholder needs.
  • Researching, developing and publishing outreach materials related to the field of parks and recreation that builds community leader capacity and addresses stakeholder-identified needs. Disseminating resulting information through suitable means and formats (e.g. technical assistance bulletins, reports, digital media, or video). Upon request, organize and conduct special studies for requesting agencies.
  • Manage field administration for the Parks and Recreation Trust Fund and Land & Water Conservation Fund grant programs with direct responsibility for an assigned region within NC. Field administration includes, but is not limited to; grant application consultations, evaluation, oversight of active projects, financial closeout, and routine project inspections.

This position requires extensive travel to meet with stakeholders and complete job duties. A driver’s license is required as an essential function of this position.

RRS is hiring four (4) positions assigned to specific geographic regions in NC. Due to the nature of travel with these positions, a hybrid work location schedule is approved. The positions will be serve the following regions and include an assigned office (office location):
  • Western NC (Asheville, NC)
  • North Central NC (Charlotte / Piedmont region)
  • South Central NC (Charlotte / Piedmont region)
  • Northeast NC (NC State University, Raleigh, NC)

Collaborate with RRS Director and staff to set annual educational, outreach, and research agendas. Provide professional service to RRS, the Department of Parks, Recreation and Tourism Management, the College of Natural Resources, and/or NC State University as requested (e.g., committee members, special events support).

Other Responsibilities

Regional NC travel is required.

Perform other related duties as assigned.

Minimum Education and Experience

Relevant post-Baccalaureate degree, or Bachelor’s degree plus five or more years of substantive relevant independent experience and education.

Other Required Qualifications

  • Thorough knowledge of the philosophy, problems, issues and administrative methods of parks and recreation;
  • Ability to establish and maintain an effective working relationship with the public and other employees, as well as park and recreation professionals throughout the state;
  • Ability to clearly and accurately communicate both verbally and in writing;
  • Ability to travel extensively;
  • Considerable initiative, professional judgment, creativity and diplomacy are necessary to carry out work duties.
  • Proficiency with technology, including word-processing, spreadsheet, database software, file management and web conferencing applications.

Preferred Qualifications

  • Master’s degree in parks and recreation or related field and at least two years of work experience in public park and recreation management or related field. 
  • Certified Park and Recreation Professional (CPRP) certification.
